# Current Development Charge Rates

**Update:**Payment of development charges for non-rental residential developments has been deferred to occupancy. A developer may still elect to pay development charges before the day they are due.
The Ontario Building Code was updated November 3, 2025 to support new policies under the *Protect Ontario by Building Faster and Smarter Act, 2025* (Bill 17).
## Background
The municipal rates were determined through the completion of a Development Charges Background Study, a By-Law Amendment Memo, and a Development Charges Update Study. The City's Development Charges Bylaws along with the Development Charges Act provide the rules for collecting municipal development charges.
The education rates are determined by the local school boards. The Upper Grand District School Board and the Wellington Catholic District School Board development charges webpages provide more information. Municipalities collect education development charges and remit the funds to the school boards.
## Development Charge Rates Effective March 2, 2026
Municipal development charges are effective March 2, 2026, to March 1, 2027 and are adjusted annually for inflation on the anniversary of the by-laws. The next anniversary is March 2, 2027.
Education development charges are effective April 23, 2026, to April 22, 2027 and are adjusted per the rate schedules in the school boards' bylaws.
