No parking on any roadway or shoulder between 3:00 am and 5:00 am (year-round for all vehicles); exemption for non-recreational vehicles applies April 1 to November 14, so the overnight ban effectively restricts non-recreational vehicles November 15 through March 31, 3:00 am–5:00 am
