winter ban	No person shall park or stand a vehicle or object on any highway in the Township in any manner which may restrict, impede, obstruct or prevent the complete snow-plowing, sanding or the performance of any other work deemed necessary by the roads department from December 1 to and including March 31st.	s. 4(6)
