| New Account Fee: $47.00 |
| A New Account fee is added to each new water account that is created. |
| Water Certificate: $20.50 |
| Richmond Hill offers an easy and convenient method for submitting Tax and Water Certificate requests online. There is no need to send a formal request letter, prepare a cheque or post your request in the mail. Your request is entered online and payment for this service is made by credit card at the time of the submission. To access this service, please visit our Tax and Water Certificate request page. Water certificate requests are still accepted by a letter accompanied with a $20.50 cheque. The service address is required to request a water certificate. The water certificate will then be mailed by regular mail to the requestor. A verbal will only be given once the cheque and water certificate request is received. Customers may also pay for the water certificate at Access Richmond Hill (225 East Beaver Creek Road, L4B 3P4, main floor) with a letter containing the service address. | | | --- | | What information is needed for online submissions? | | The online form requires the following: * Name of the requestor * Requestor's email address * Requestor's business name (i.e. law firm name) * Certificate type (i.e. Tax or Water Certificate) + for Tax Certificates provide the property address and legal description + for Water Certificates provide the service address, purchaser name(s) and closing date in order to create the new customer's water account Tax Certificates are issued based on full legal description only and it is recommend to attach the Land Registry Office PIN sheet(s); attachments can also include tax/water bills. You may include your file number and roll number for reference. Water Certificates are issued based on service address. | | How many Certificates can be requested? | | The requestor may request up to 5 Tax Certificate requests (with 5 related attachments) and 5 Water Certificate requests (with 5 related attachments) at one time. The fee for Tax Certificates and Water Certificates is $102.00 and $20.50 respectively. | | What is the Payment Method for Certificate requests? | | This service accepts payment by Visa and Mastercard credit cards. Once your order details are confirmed you will enter the credit card details. Once payment has been authorized, the requestor will receive a confirmation email of their Certificate request(s) including reference number and payment details. | | When can I expect to receive the Certificate(s)? | | Certificates will be processed within 5-7 business days and sent by regular mail. | |
| Dishonoured Payment Fee: $10.00 |
| If your financial institution refuses or dishonours your payment you will be charged a Returned Payment fee. This can include a cheques sent to us or pre-authorized payments. |
| Electronic Payment Error: $41.00 |
| Payment made to a closed water account in error which you want transferred to your new Richmond Hill water account will be charged an administration fee. |
| Payment Refund: $41.00 |
| When a refund is requested because a closed water account was paid an administration fee will be deducted from the refunded amount. |
| Transfer to Tax Administration Fee: $47.50 |
| If a water account goes unpaid 20 days after the final notice is sent, the owing amount gets transferred to the property tax account with an administration fee added to the water account. Payment for the transferred amount is payable to the property tax account at that time. |

| the City will notify you by letter if we require access to your water meter to repair or replace it and ask that you contact the City to schedule an appointment. If the homeowner does not respond, we will post a non-compliance letter on the door which carries a charge. |
