# Water and Sewer Billing
## Open an Account
You do not need to take any action to open a water and sewer account. The Township will create your account when we receive the change of ownership documents from your lawyer, usually around your closing date. A $25 administrative fee will be added to your first invoice.
Water and sewer invoices are issued in the name of the property owner only. Accounts cannot be placed in a tenant's name. This helps prevent unpaid balances and penalties.
You are encouraged to register for e-billing and or pre-authorized payments.
## Close an Account
After your property is sold, contact the Finance Department with your new mailing address, including a post office box if applicable. A $25 administrative fee will be added to your final invoice.
Your final bill will include the water used between your last regular meter reading and your final reading date.
If you are enrolled in a pre-authorized payment plan, it will be cancelled automatically once your final invoice is paid in full.
## Update Your Contact Info
Please notify the Finance Department as soon as possible if your mailing address, email address or phone number changes.
Failure to receive an invoice does not cancel penalty or interest charges. Mail may not be delivered if an address is incorrect or incomplete.
## Billing Cycle and Fees
### Billing Cycle
Water and or sewer bills are issued every three months:
* January
* April
* July
* October
Water meters are read on the 15th day of the month before your bill is issued.
### Fixed rate
Water and sewer users are charged a flat fee each billing cycle. This fee covers administrative and operational costs.
Flat fees are subject to change. Contact the Finance Department if you have questions.

### Variable consumption rates
You are also charged based on how much water you use. This is measured by your water meter.
As of January 1, 2026, the variable consumption rate is $3.41 per cubic metre.
If your invoice seems higher than expected, it may be due to:
* Changes in household size or occupants
* Increased seasonal use, such as lawn watering or filling a pool
* New appliances or systems that use water
* A plumbing leak

## Virtual Russell
Virtual Russell lets property owners securely access their water and/or sewer bills online. You can view account details, update your mailing address and sign up for e-billing.

## Payment Options
### Pre-Authorized Payments
Pre-authorized payments make paying your property taxes and water and/or sewer bills easier. Monthly payments are automatically withdrawn from your bank account, helping you avoid missed deadlines or late fees.

Pre-Authorized Payment and/or e-Billing Form
You can also register for e-billing only by leaving Section 4 of the form blank.
### Important deadlines for pre-authorized payments
* Applications, changes, cancellations or new banking information must be received by the 20th of each month
* Requests must be submitted in writing to the Finance Department.
### Pay Through Your Bank
You can pay your water and/or sewer bills through your financial institution using:
* Online banking
* Telephone banking
* In-branch payment
### Important reminders
* Use your account number without the decimals (ie: E1234500)
* Make your payment at least 3 business days before the due date to avoid late fees
### Pay at Town Hall
You can pay in person at Town Hall using:
* Cash
* Cheque
* Interac
Cheques must:
* Be made payable to "Township of Russell"
* Include your tax account number on the front
* Have the bill payment stub attached
You may also use the 24-hour outdoor drop box located to the left of the main Town Hall entrance.
If mailing your payment, allow enough time to avoid late charges.
## Other Fees and Charges
* Non-sufficient funds or returned payment fee: $25
* Reminder notice fee: $5 (issued the month after a payment is missed)
* Late payment penalty: 1.25% per month, applied on the first day of each month until paid
* A fee of $5 applies for reprinting a bill.
Any unpaid water charges remaining at the end of February are transferred to your property tax account each year.
## Reading Your Water Meter
Your water meter displays total water used since installation.
* The first digit left of the decimal shows cubic metres used
* 1 cubic metre equals 1,000 litres
* The first digit right of the decimal shows every 100 litres
* The second digit right of the decimal shows every 10 litres
## Detecting a Leak
### Detecting a general leak in your plumbing
Your water meter already alternates between showing total usage and flow rate.
* Every 20 to 30 seconds, the display will switch and show the word FLOW.
* The flow rate is displayed in litres per minute.
If all water fixtures are turned off and the meter still shows flow, you may have a leak in your plumbing system. Leaks on your property are the responsibility of the property owner. Please contact a plumber if you suspect a leak.
### Detecting a leaky toilet
* Put a few drops of food colouring in the toilet's reservoir tank.
* Wait 10-15 minutes without flushing.
* If colour appears in the toilet bowl, this toilet is leaking which is often related to a toilet flapper being damaged or not sealing properly.
