# Snowplowing and Winter Operations
The Township of Scugog provides winter maintenance for 826 lane kilometers of road. Most of the service is provided by a day shift that works 7:00 am to 3:30 pm but usually begins work at 4:00 am when there is a winter weather event. There are 15 operators working on the day shift and each are assigned a plow route. The timing to complete a salting/ sanding operation take 5 to 6 hours to complete. The timing to complete a full plowing operation is 8 to 12 hours depending the amount of snow. There is also an evening shift with two operators that patrol the roads and treat the high priority roads. These staff work from 6:00 pm to 2:30 am. On weekends and holidays, roads are patrolled by two part-time staff and when necessary, operators are called in to work to plow or sand/ salt roads.
While every winter storm is different, during a winter snow event our crews will plow roads during the day and evenings and then after the snow has stopped, crews will come in the next morning at 4:00 am to clear all roads.
The Township follows and usually exceeds the Minimum Maintenance Standards regulation that requires services levels as shown below.

## **Additional Information**
As per the Ontario Municipal Act, a municipality may declare a Significant Weather Event when a weather hazard, either forecast or occurring, has the potential to pose a significant danger to users of the roadways in which they have authority. This declaration suspends timelines required for municipalities to meet their winter maintenance objectives.
Declarations may be the result of:
* Significant snow accumulation during a 24-hour period
* High winds leading to blowing snow and large snow drifts
* Freezing temperatures and ice formation that occurs without warning from the weather forecast
* During significant weather events, roads and sidewalks are deemed in a state of repair until the declaration has ended.
What does this mean to residents and businesses?
The Township will declare a Significant Weather Event when we are experiencing weather that may affect our ability to maintain Township roads at normal levels of service.
During a Significant Weather Event, roads and sidewalks will likely take longer to treat or clear than during a normal winter storm event. Residents will be urged to remain at home and avoid driving unless travel is essential.
The declaration of a Significant Weather Event does not indicate the closure of any roads; however, individual roads may need to be closed especially in areas with high drifting.
We will notify residents and businesses of the declaration through social media, news releases and on the Township's website. We will also notify school boards, Durham Student Transportation Services, emergency services, radio stations and other key stakeholders.
Roads within the Township of Scugog are maintained by three separate authorities: the Ontario Ministry of Transportation (MTO), the Region of Durham, and the Township of Scugog.

During winter months, snow and ice make walking more difficult. Here are some suggestions to help make winter walking safe for everyone:
* Take extra caution when walking as sidewalks may be slippery with ice and snow.
* Clear your sidewalks of ice and snow within 24 hours of a winter storm.
* Do not push snow onto sidewalks or roads.
* Clear snow and ice away from catch basins and hydrants in front of your property.
* When driving, slow down during and after winter storm events and take extra caution near pedestrians.
* When driving, slow down to avoid splashing melted snow onto pedestrians and sidewalks. Water on sidewalks will freeze into ice and become a hazard.
* Do not park any vehicles over the sidewalk. Even a partially blocked sidewalk prevents the plows from doing their job properly.
* Do not place any objects or structures near the sidewalk or roads.
**Responsibilities for Clearing Sidewalks**
The Township of Scugog Snow Removal By-law requires property owners to clear snow and ice from adjacent sidewalks within 24 hours after the accumulation of snow or ice.
We encourage you to help a neighbour, friend or family member and assist those who are not able to clear snow and ice.
For safety reasons do not place snow and ice:
* Immediately beside or blocking access to a fire hydrant
* Anywhere that would block drainage to any catchbasin, ditch or culvert
* On roads
**Sidewalks Cleared by the Township**
The Township provides snow clearing for select sidewalks within the Township. For locations see **sidewalk plowing routes**. All other sidewalks are the responsibility of the property owner.
The normal level of service by the Township is sanding and/or plowing at least once within 24 hours after typical winter storm event.
You can help keep sidewalks clear of ice and snow by:
* Parking vehicles away from sidewalks
* Removing items or structures close to the sidewalk such as planters, bins, etc
* Blowing or pushing snow onto your own property and not the sidewalk or road
