# Development Charges
Development charges are how municipalities help cover costs from roads to fire stations to libraries. The purpose of development charges is to recover the growth-related costs of capital infrastructure needed to service new development and redevelopment in the municipality.
## 2024 Development Charges Background Study
Legislation requires a full background study be prepared when a municipality is proposing to change development charges fees. Watson & Associates prepared a 2024 Development Charges Background Study on behalf of South Frontenac. The study was released on May 16, 2024. Council passed the by-law on July 16, 2024. See the Notice of Passing with the schedule of fees that came into effect August 7, 2024.

The development charge shall be calculated and payable in full on the date a dwelling permit is issued. A building permit will not be issued until the development charge has been paid. Development Charges are adjusted annually, in accordance with the Statistics Canada 2nd Quarter Construction Price Index.
