How are rates determined? The City of St. Thomas Water Distribution System is supplied with drinking water from two sources; the Elgin Area Primary Water Supply System (~70%), and the St. Thomas Area Secondary Water Supply System (~30%). The Elgin Area Primary and St. Thomas Area Secondary Water Supply System advise the City of the rates they are going to charge for the use of their infrastructure, which is then added to the rates determined by the City of St. Thomas Rate Studies. The rate studies take into account the costs to operate and maintain the drinking water systems, including the development of reserves, to be used for system renewal and replacement projects. The 2026 rate increases are a result of: 1) The Elgin Area Primary Water Supply System has advised of an increase from $1.0337/m³ to $1.0699/m³, for the bulk supply of treated water. 2) The St. Thomas Area Secondary Water Supply System has advised of an increase from $0.6609/m³ to $0.6824/m³, for the bulk supply of secondary system water. 3) The City of St. Thomas approved an increase of the water rate from $0.9848/m³ to $1.0030/m³, for the operating and capital costs of maintaining the distribution system.
