leash rule	Dogs and cats must be on a leash not exceeding 1.8 metres (5.9 feet) when off owner's premises; unleashed deemed not under control.	s. 212.5.5; s. 212.2.8
max animals	Maximum three dogs and two cats, or two dogs and three cats, over four months of age per location, except licensed kennels.	s. 212.4.1
