A Bylaw to fix the rates to be charged for the use and consumption of water and to fix the rates
to be charged, by way of rent or service charge, for the use of sewer for the Village of Canwood
The Council of the Village of Canwood, in the Province of Saskatchewan, enacts as follows:
1. This Bylaw may be cited as the “Water Sewer Rates Bylaw” or “Utilities Bylaw”.
2. Ifthe water service is metered, the owner is responsible for repair and replacement of the water
meter that is damaged as a result of neglect, freezing or intentional damage.
3. The charges to be paid by the water consumer whose water service has been turned on shall be
those set out in Schedule "A" attached; provided, however, that the minimum shall be payable in
every case whether or not any water is consumed.
4. Persons who own or occupy premises that drain or, that are by bylaw, required to be drained into
the sewer shall pay for such services a rental rate or service charge in accordance with Schedule
"B" attached.
5. Accounts for water service and/or sewer service shall cover a period of two months, and shall be
rendered on or before the tenth day of the month following that period.
6. In conjunction with the water and sewer charges, the Village of Canwood shall also impose an
“Infrastructure Renewal Fee” to be levied on all properties within the Village that are served with
either municipal water and/or sewer services in accordance with Schedule “C” hereto attached or
as amended from time to time.
7. Water service and Sewer service fees for residents requesting seasonal or long-term water shut-
off will cease as of date of shut-off. Invoicing of Infrastructure Renewal fees will continue and
shall be payable in every case.
8. In conjunction with the water and sewer charges, the Village of Canwood shall also impose an
“Infrastructure Renewal Fee” to be levied on all properties within the Village that are served with
municipal water and sewer services in accordance with Schedule “C” hereto attached or as
amended from time to time.
9. Rural residents supplied with water and sewer service from the municipal system shall pay the
applicable charges from Schedule “A”, Schedule “B” and Schedule “C”. If the rural resident is
not serviced by the municipal sewer infrastructure, they will not be subject to the sewer charges
in Schedule “B” and Infrastructure Renewal Fee in Schedule “C”.
10. Accounts shall be paid within a period of sixty days from the date on which such accounts are
rendered. If an account is not paid within the period of sixty days, the water service may be cut
off. Prior to reconnecting a service all penalties, fees, rates, charges and arrears if any must be
paid along with the following fees:
Reconnect during business hours: $75.00
11. A penalty of two percent (2%) per month, will be added to all water and sewer accounts

outstanding after sixty days of the date of billing. Accounts remaining unpaid will continue to
accrue interest at a rate of two percent (2%) monthly thereafter.
12. The following rate shall be charged to persons obtaining water from the card operated fill station
at the Water Treatment Plant:
$2.00/50 gallons (two dollar per fifty gallons)
13. Bylaw No. 2021 — 03 is repealed with the rates, charges, or rent contained in this bylaw to come
into force and take effect on the day of approval being issued by the Local Government
Committee or the 1“ day of January, 2025, whichever is later.

SCHEDULE "A"
MONTHLY WATER SERVICE CHARGES:
As per Section 4 of Bylaw 2024-07, water rates to be charged in accordance with one of the following:
Monthly Water Rates as of January 1, 2025:
3,000 gallons or less or minimum $29.50
Over 3,000 gallons $3.50 per 1,000 gallons or part thereof for all services that are
metered (Commercial)
Monthly Water Rates as of January 1, 2026:
3,000 gallons or lessor minimum = $30.50
Over 3,000 gallons $3.75 per 1,000 gallons or part thereof for all services that are
metered (Commercial)
SCHEDULE "B"
MONTHLY SEWER SERVICE CHARGES:
As per Section 5 of Bylaw 2024 — 07, sewer rates to be charged in accordance with one of the
following:
Monthly Sewer Rates as of January 1, 2025:
(a) A flat rate of $29.50 per month, plus a charge equal to 15% of the amount charged for
water consumption above the flat rate (3000 gallons) at that location. This rate applies
to all services that are metered for water consumption except for Whispering Pine Place
(nursing home).
(b) All other locations which are serviced by water, but the water service is not metered, a
flat rate of $29.50 per month.
(c) Whispering Pine Place (nursing home) shall be charged a rate of $4.50 per bed plus a
charge equal to 15% of the amount charged for water consumption above the flat rate
(3000 gallons) at that location.
Monthly Sewer Rates as of January 1, 2026:
(a) A flat rate of $30.50 per month, plus a charge equal to 15% of the amount charged for
water consumption above the flat rate (3000 gallons) at that location. This rate applies
to all services that are metered for water consumption except for Whispering Pine Place
(nursing home).
(b) All other locations which are serviced by water, but the water service is not metered, a
flat rate of $30.50 per month.
(c) Whispering Pine Place (nursing home) shall be charged a rate of $5.00 per bed plus a
charge equal to 15% of the amount charged for water consumption above the flat rate
(3000 gallons) at that location.

SCHEDULE "C"
Monthly Infrastructure Renewal Fee rate as of January 1, 2025:
As per Section 7 of Bylaw 2024 — 07, a flat rate of $25.00 per month on each property for the
“Infrastructure Renewal Fee”.
Monthly Infrastructure Renewal Fee rate as of January 1, 2026:
As per Section 7 of Bylaw 2024 — 07, a flat rate of $26.00 per month on each property for the
“Infrastructure Renewal Fee”.
