Water and Sewer Management Bylaw
VILLAGE OF DINSMORE
BYLAW NO. 03-2025
A BYLAW TO MANAGE AND CONTROL THE USE, CONSUMPTION, AND
DISCHARGE OF A WATER AND SEWER PUBLIC UTILITY
The Council of the VILLAGE OF DINSMORE in the Province of Saskatchewan, enacts as follows:
1. The Village shall, at all reasonable times, have the right by its employees or authorized
persons to enter upon the premises for the purpose of reading, inspection, connecting,
disconnecting, removing or repairing meters or other equipment, for the purpose of
determining whether water is used in a proper manner and is in accordance with the
provisions of this bylaw. Any consumer who refuses to permit entry or obstructs any person
authorized by the Village from entering the premises for any or all of the said purposes
shall be guilty of an offence under this bylaw and be subject to the penalties described in
the General Penalty Bylaw of the Municipality. In addition to any other penalties, the
supply of water to such consumer may be disconnected for such period of time as council
may determine.
2. The Village shall not be liable for damages to persons, property, articles, or premises due
to failure of the water supply system through natural causes or breakdown in the water
system nor for shutting off water to repair mains and equipment.
3. The costs for damage, repair or replacement to the water or sewer system on a property,
extending from and including the lateral line from the main, shal] be borne by the owner
or occupant and collected in like manner as water and sewer rates.
4. The Municipality may ration or limit the amount of water furnished to any and/or all
consumers should circumstances deem to warrant such action.
5. (a) All new customers desiring to be supplied with water trom the Municipality’s water
supply system shall make application to the officials of the Municipality. The owner of the
property is responsible to make application regardless if they are the current occupant of
the property as renters will not be issued utility accounts. A new account application for a
property wil] not be accepted if the customer has arrears with the municipality.
(b) Each application shall be accompanied by the payment of a new account service
connection fee of $10.00 before water is turned on.
(c) No additional deposit shall be charged to owners or occupants with meters currently
installed until such time as there is a change in the type or size of water meter required by
the Municipality or requested by the owner or occupant.
6. Bylaw 5-201! and Bylaw 12-2024 are hereby repealed.

BYLAW NO. 04-2025
A BYLAW TO FIX THE RATES TO BE CHARGED FOR THE USE AND
CONSUMPTION OF WATER AND TO FIX THE RATES TO BE CHARGED BY
WAY OF RENT OR SERVICE CHARGE FOR THE USE OF SEWER
The Council of the VILLAGE OF DINSMORE in the Province of Saskatchewan, enacts as follows:
The charges to be paid by the water consumer whose water service has been turned on shall
be those set out in Schedule ‘A’ attached, or as amended from time to time; however, that
the minimum shall be payable in every case whether or not any water is consumed.
Persons who own or occupy premises drained or that are by bylaw required to be drained
into the sewer shall pay for such services, a rental rate or service charge in accordance with
Schedule ‘B’ attached, or as amended from time to time.
All persons who have a connected water and sewer service account or property that are
serviced with water and/or sewer services in the Village of Dinsmore are required to pay a
monthly infrastructure charge as outlined in Schedule ‘C’ to this bylaw, or as amended
from time to time.
The billing for water and sewer services shall cover a period of one month. Accounts shall
be paid within a period of thirty (30) days from the date on which such accounts are
rendered. If an account is not paid within sixty (60) days, the water service may be shut off
at the street.
If homeowners notify the Village of Dinsmore that they will be away for an extended
period of time and request a disconnection of the water at the street, the same shall not be
reconnected until all arrears of water and sewer accounts then due and owing are paid in
full and a reconnection service fee of $10.00 is payable as outlined in Schedule *C’.
In the event the water supply is disconnected from the premises of any defaulting customer,
the same shall not be reconnected until all penalties, fees, rates, charges, and arrears, if any
have been paid in full and a reconnection service fee of $50.00 is payable as outlined in
Schedule ‘C’.
Bylaw 6-2011 and Bylaw 1-2017 are hereby repealed.
The rates, charges, tolls or rents contained in this bylaw shall come into force and take effect upon
the day of approval being issued by the Local Government Committee of the Saskatchewan
Municipal Board or on the |* day of September, whichever is the later.
