Where no consumption has been recorded for the inaccurately metered period the amount of billing shall be equal to the billing for the succeeding billing period. Such determination by the City shall be final and binding. When the accuracy of a meter is suspect, whether by customer request or otherwise, the City Engineer may remove and have the meter tested. All such customer requests shall be subject to a deposit. If the volume registered by the meter as tested is found to be within three (3%) percent of the volume actually passing through the meter, its readings shall be deemed to be accurate and in the case of a deposit made by a customer in respect of such a test, the deposit shall be forfeited to the City. If the difference between the volume registered by the meter and the actual volume passing through the meter exceeds three (3%) percent of the actual volume, the meter shall deemed to be inaccurate and the meter shall be replaced or repaired, the customer’s meter testing deposit refunded and the customer’s billing for only the immediately preceding period in which the test was carried out, shall be adjusted accordingly and reflect the amount of inaccuracy revealed by the test. The decision of the City in respect of the billing adjustment shall be final and all prior accounts shall be deemed to be properly rendered and payable in accordance with this bylaw. Upon request by the City Engineer if a customer’s water service was permitted to run continuously for any period due to repairs, maintenance or other such cause the City Treasurer shall adjust the customer’s consumption to offset the higher consumption as determined by the City Engineer.
