TOWN OF LEROY
BYLAW NO. 6/15
A BYLAW OF REGULATE TRAFFIC AND PREVENT OBSTRUCTION
OF THE STREETS AND LANES.
The Council of the Town of LeRoy, in the Province of Saskatchewan, enacts as follows:
Short Title:
The Parking and Traffic Bylaw
Definitions:
a) Curb - shall mean the dividing line of the street between that part of the street intended
for use of vehicles and the part intended for the use of pedestrians, whether marked with
a curb stone or not.
b) Driver - shall mean the operator of a vehicle, or the rider, driver, or leader of horses.
c) Garage - shall mean a place where or which has accommodation for housing or storing
one or more motor vehicles and includes a public garage
d) Highway - shall mean, as distinguished from street, the whole and entire width of every
highway, street, lane, avenue, public drive or other place.
e) Horse - shall mean and include horses, mules and other beasts of burden.
f) Lane - where distinguished from street, shall mean a public highway intended primarily
to give access to the rear of property.
g) Park, Parked or Parking - shall mean and include the standing of any motor vehicle on
a street by a driver or operator; or causing or allowing a vehicle to stand on any street and
shall include the stopping and keeping at a stationary position of a vehicle on any street
or lane within the town limits.
h) Parallel Parking - shall mean a vehicle parked on any street or avenue with the right
hand side of the motor vehicle, trailer or semi-trailer to be not more than one foot from
the curb.
i) Angle Parking - shall mean any motor vehicle parked on any street or avenue by
heading the said motor vehicle on the right hand thereof and towards and as near as
possible at an angle of 45 degrees to the curb, and the right front wheel to be not more
than one foot from the curb.
j) Person - shall mean all human beings of either sex and shall include corporations,
associations or other aggregations of individuals.
k) Pedestrian - shall mean the privilege of the immediate use of a street crossing or lane.
l) Right of Way - shall mean the privilege of the immediate use of a street crossing or lane.
m) Sidewalk - shall mean that part of the highway intended for the use of pedestrians.
n) Standing - shall mean the complete cessation of movement of any vehicle on a street
whether attending or unattended excepting in obedience to traffic regulations, signs or
signals or wherever required to do so in order to avoid an accident.
o) Street - shall mean that portion of every highway, public road, street, avenue, lane, park,
drive or public place in the Town of LeRoy, intended for the use of vehicles.
p) Stop Street - shall mean any street designed as such by the Council of the Town of
LeRoy.
q) Time - where referring to certain hours, shall mean the Standard Time commonly used in
the Town of LeRoy.
r) Town of LeRoy - means within the corporate limits of the Town of LeRoy in
Saskatchewan.
s) U-Turn - means the turning of a vehicle at an intersection in such a manner that the
vehicle at the end of the turning movement is traveling in a direction directly opposite to
the direction that the vehicle was traveling immediately prior to the making of the turning
movement.

PART 1
TRAFFIC REGULATIONS
1. SPEED
(1) No person shall drive a vehicle at a greater speed than 40 km per hour within the
Town of LeRoy.
(2) This section does not apply to a Police Officer when engaged in the performance of
his duties or to Fire Engines and Fire Fighting Apparatus proceeding to or from a fire
or to Ambulances proceeding to or from any emergency and the route of any
provincial highway.
2. STOPPING VEHICLES
(1) No operator of a vehicle shall stop such vehicle in any of the following places,
except where necessary to avoid conflict with other traffic or in compliance with the
directions of a Police Officer or a Traffic Signal;
(a) Within an intersection
(b) On a crosswalk
(c) On a sidewalk
(d) Anywhere in such a manner as to interfere with the movement of other traffic
or the clearing of snow and other debris from the street or sidewalk.
(e) Whenever a Police Officer finds a vehicle on a street or sidewalk in
contravention of provisions of this section, he may move the vehicle or
require the driver or operator or other person in charge of the vehicle to move
it.
3. PEDESTRIANS
(1) Every pedestrian crossing a street at any point other than at a crosswalk shall yield
the right-of-way to vehicles upon the street, provided that this provision shall not
relieve the operator of a vehicle from the duty to exercise due care for the safety of
the pedestrians.
(2) Pedestrians shall move, whenever practicable, upon the right half of crosswalks.
(3) No person shall stand on a street for the purpose of soliciting a ride from the operator
of any private vehicle.
4. U-TURNS
(1) No person shall make a U-turn on any street other than at an intersection
(2) No person driving a vehicle shall make a U-turn at any of the following intersections:
(a) Any intersection at which a traffic sign has been erected bearing the words
"No U-turn" provided that this clause shall apply only to traffic approaching
from the direction in which such sign faces.
5. REFUSE ON STREETS OR SIDEWALKS
(1) No person shall throw or deposit or cause to be deposited any scraps of metal or any
rubbish, refuse, bottles, waste or litter upon any street or sidewalk.
6. BICYCLES
(1) No person riding a bicycle designed for carrying one person only shall carry any
other person thereon.
(2) No one shall ride a bicycle on the sidewalks in the Town.
(3) Anyone failing to comply with the provision of this section is guilty of an offence and
the bicycle in respect of which such breach is committed may be impounded by a
Police Officer for a period not exceeding thirty (30) days.
7. MOTORIZED BICYCLES
(1) No person shall drive a mini-bike or a two or three or four wheeled motorized
vehicle that is not capable of being licensed under the Vehicles Act of the Province of
Saskatchewan on any public highway, sidewalk, park, playground or public reserve or
any property owned or controlled by the Town.
(2) Notwithstanding section 7(1) of this bylaw, it shall be lawful to operate a motorized
bicycle between the hours of 8:00 a.m. and 11:00 p.m. on any public highway except

provincial highway 761 within the limits of the municipality solely for the purpose of
going to and from the operators residence to their place of employment, and or from the
operators residence by the most direct route on any street in or out of the Town limits.
(3) Notwithstanding section 7(2) of this bylaw, it shall be lawful to operate a motorized
bicycle on the portion of Provincial Highway No. 761 for the purpose of crossing the
Provincial Highway.
(4) The operator of the motorized bicycle shall not execute "power turns" on any public
highway within the municipality.
8. LAWFUL OBSTRUCTIONS
(1) No person shall remove, deface or in any manner interfere with any sign or
obstruction lawfully placed on a street or sidewalk.
9. DAMAGE TO STREETS AND SIDEWALKS
(1) No person shall drive on any highways, any vehicle having metal spikes, lugs or
other cleats projecting from the face of wheel or tie, or any vehicle having a
caterpillar tread; or any heavy machinery or so equipped as to damage the street or
sidewalk, no such vehicle shall be moved or operated until a permit to do so has first
been obtained from the Town Administrator or Constable. Such application shall be
in writing and the applicant shall herein agree to pay all damage caused as a result of
the operation or movement of such vehicle or machinery.
(2) No person shall drive a motor vehicle in such a manner as to cause the tires to spin
unnecessarily.
10. SPLASHING PEDESTRIANS
(1) When water, mud or slush is lying on a street, lane or avenue the driver of a motor
vehicle thereon shall so reduce his speed of the vehicle to avoid the splashing of any
pedestrian using the sidewalk or within the boundary of a marked or unmarked
crosswalk.
11. DRIVING ON SIDEWALKS
(1) No person shall ride, drive or lead any horse, vehicle or contrivance along or across
any concrete, wood or cinder sidewalks except at regular crossing places, without
written permission from a Police Officer for the protection of sidewalks from injury
and that the use thereof for such purpose will not cause any unwarranted obstruction
to pedestrians.
12. HEDGES AND TREES
(1) The Town authorities may, upon a report that a hedge, shrub or tree situated on a
street corner is dangerous to traffic, by resolution order that such hedge, shrub or tree
be removed or lopped to such a height as it may direct.
13. INTERFERING WITH PARADES
(1) No driver of a vehicle or any pedestrian shall drive or walk through a military or
other parade or procession or in any way obstruct or interfere with the same.
14. TRAFFIC SIGNS
(1) The Town authorities may make regulations providing for the erection of signs,
signals, marking the devices within the town.
(2) All signs, signals, markings and devices placed or erected on a public highway for the
purpose of regulating, warning or guiding traffic shall conform to the standards and
specifications set out in the manual on Uniform Traffic Control Devices of Canada.
(3) Every operator of a vehicle or pedestrian shall obey the instructions or directions
indicated on any sign so erected and everyone who fails to do so is guilty of an
offence under this bylaw.
15. AUTHORITY OF POLICE
(1) The Police Officers of the Town are authorized to direct all traffic in accordance with
the provisions of this bylaw, or in emergencies as public safety or convenience may
require, and no person shall neglect or refuse to comply with any order, signal or
direction of a Police Officer.
(2) Anyone failing to comply with the order. Signal or direction of a Police Officer given
under the authority of this section is guilty of an offence under this bylaw.

PART 2
PARKING REGULATIONS
16. ENGINE RUNNING
(1) No motor vehicle shall be parked with the motor running unless the same is in charge
of a competent driver or operator or unless all doors are locked and hand brake
applied.
17. LEFT SIDE
(1) No vehicle shall stop with its left side to the curb.
(2) No vehicle shall be parked within 10 feet from any street corner or crossing or any
lane crossing entrance or exit.
18. NO PARKING
(1) No person shall park a motor vehicle in any lane, except in the ordinary course of
business such as the loading or unloading of cargo, etc.
(2) In front of any roadway, public or private crossing or driveway or sidewalk.
(3) On any street directly in front of or within a distance of twelve and one half feet from
each side of any water hydrant.
(4) On any street directly in front of a vehicular entrance to a fire hall.
(5) In any areas where the curbs have been painted yellow.
(6) Along the SW side of Willow Street between 3rd Avenue and 4th Avenue for a period
of time Monday through Friday as follows: 3 p.m. to 4 p.m. daily.
19. ADVERTISING
(1) No vehicle shall be parked on any street for the purpose of advertising or
demonstrating the produce or services of any person or business firm, without a
permit first having been obtained from the Town Administrator.
20. PARKING BETWEEN SIGNS
(1) No vehicles shall be parked in any space between signs designating such prohibited
area where such signs are placed on the authority of the Town Council.
21. PARALLEL PARKING AND ANGLE PARKING
Every motor vehicle, trailer, semi-trailer when parked in any street or avenue in the Town
of LeRoy, shall be parallel parked except as hereafter provided that is to say;
(1) On Aspen Street from 1st Avenue North to 3rd Avenue North
(2) 1st Avenue North from Aspen Street to Centre Street
(3) On Centre Street from 1st Avenue North on the South-East to 2nd Avenue North to the
North-West
(4) On 2nd Avenue North from Aspen Street on the South-West to Willow Street to the
North-East
Motor vehicles coming within the meaning of sections 1-4 shall angle park.
22. LOADING ZONE
(1) No operator of a vehicle shall remain in a loading zone for period exceeding the (10)
minutes for the purpose of embarking or disembarking passengers, provided that on
the expiration of the ten minute period the onus of proving the loading and unloading
of goods shall rest with the driver of any vehicle found in such loading zone.
(2) The loading zone shall be located adjacent to Lot 6, Block 2, Plan T667 (location of
LeRoy Fire Hall) along First Avenue from fifty (50) feet South-West of Willow
Street to eighty (80) feet south west of Willow Street.
23. DOUBLE PARKING
(1) Only one row of cars shall park on either side of any street or avenue in the Town of
LeRoy.
24. PENALTIES FOR VIOLATIONS UNDER ALL SECTIONS OF PART 2 OF THIS
BYLAW
It shall be the duty of the Police Officer assigned to this duty to report;
(a) The location of the vehicle which has been parking in violation of the provisions of
Part 2 of this Bylaw
(b) The complete license number and other identification if any of such vehicle

(c) The time at which such was parked in violation of the provisions of this Bylaw
(d) Any other facts, knowledge of which is necessary for a thorough understanding of the
circumstances attending such violation
(e) The Police Officer shall also attach to such vehicle a serial numbered notice to the
owner or operator thereof, that such vehicle was parking violation of this Bylaw.
(f) Each such owner or operator may, within twenty-four(24) hours of the time
(exclusive of Sundays and Public Holidays) when such notice was attached to such
vehicle pay to the Town Administrator as a penalty for and in full satisfaction of such
violation under all sections of Part 2 of this Bylaw, the sum of Ten ($10.00) dollars.
(g) Failure of such owner or operator to make the foregoing payment with the twenty-
four(24) hours (exclusive of Sundays and Public Holidays) for any violations under
all sections of part 2 shall upon conviction thereof, be subject to the penalties
imposed under the penalty section of this Bylaw.
(h) It shall be the duty of the Town Administrator to furnish to the Police Officer a list of
payments made in respect to the above notices of violations and or the disposition
with regard to such notices.
PART 3
25. TRAFFIC CONTROL SIGNS
The following are hereby established as stop streets and "Stop" signs shall be erected at
the following locations under the direction of a Town Official as provided for under
Section 14 of this Bylaw.
(a) STOP SIGNS
2 on Aspen Street at the railway crossing facing South East and North West
1 on each of the following streets; namely, Poplar, Centre and Willow where they
enter 1st Avenue, facing North-West
2 at the intersection of 2nd Avenue and Aspen Street, one facing South-West and the
other North-East
1 on Poplar Street entering 2nd Avenue, facing South-East
1 on 2nd Avenue entering Willow Street, facing North-East
1 on 4th Avenue entering Aspen Street, facing North-East
1 on 4th Avenue entering Willow Street, facing South-West
2 at the intersection of 1st Avenue and Aspen Street, one facing South-West and the
other North-East
2 at the crossroads cornering the South-West of the Town, facing North, one on the
West side of the North-South road allowance and the other facing South on the East
side of the said road allowance.
1 on Park Street entering 1st Avenue, facing North-West
2 on Park Street Entering 2nd Avenue, one facing North-West and the other facing
South-East
1 exiting Willow Street North West onto 1st Avenue South
1 exiting Willow Street South onto Highway 761
1 exiting Willow Terrace at Willow Street
1 exiting Willow Court onto Willow Street
(b) YIELD SIGNS
Yield signs shall be erected at the following locations:
1 on Centre Street entering 2nd Avenue North, facing South-East
1 on 2nd Avenue entering Willow Street, facing South-West

No parking in lane signs shall be erected at lane entries, namely:
1 at East entry of lane from Centre Street
1 at West entry of lane from Aspen Street
1 at East entry of lane from Aspen Street
1 at West entry of lane from Poplar Street
(d) NO PARKING IN FRONT OF FIRE HALL
No Parking signs in front of Fire Hall facing 1st Avenue N.E. Located on Lot COT,
Plan 79H04088.
(e) NO PARKING TRUCKS OVER 1 TON
Signs shall be erected at the following points:
1 at Aspen Street entry to 1st Avenue, facing South-West
1 at Centre Street entry to 1st Avenue North, facing North-East
1 at Aspen Street entry from 1st Avenue North, facing South-East
1 at Aspen Street entry from 2nd Avenue North, facing North-West
(f) SPEED LIMIT 60 KM PER HOUR
Under the direction of the provisions of Section 14, of this Bylaw signs shall be
erected at the following points;
1 past Willow Street South entrance facing West on the LeRoy Access Road
1 at the East Boundary of the Town of LeRoy (intersection of TWP Rd 352 and
RGE Rd 2200 facing East

(g) SPEED LIMIT 40 KM PER HOUR
Under the direction of the provisions of Section 14, of this Bylaw signs shall be
erected at the following points;
1 midway between South end of Aspen Street and the LeRoy Access Road, facing
East to No. 6 Highway
1 at the North end of 1st Avenue North, facing North-East
1 at the West entry to the Town, facing West
1 at the South entry to the Town, facing South
1 at the North entry to the Town, facing North
(h) SLOW SCHOOL - 30 km
Signs shall be erected at the following points and shall be in effect from 8:00 am to
5:00 pm school days
1 at the entry of 2nd Avenue North at Aspen Street facing South-West
1 on the entry to 2nd Avenue North at Willow Street, facing North-East
1 on the entry to 4th Avenue North at Aspen Street facing South-West
1 on the North-East side of Willow Street as 3rd Avenue North facing South-East
1 on the South-West side of Willow Street at 5th Avenue North, facing North-West
PART 4
32. PENALTIES FOR VIOLATIONS
(a) A person who is guilty of a violation of any of the provision of this Bylaw, except
Sections 16 to 23 inclusive and Section 8 and Section 24 subsection(g), is liable on
summary conviction to a fine of not less than Ten Dollars ($10.00) and not more than
One Hundred Dollars ($100.00) and for a subsequent offence to affine not less than
Twenty Dollars ($20.00) nor more than Two Hundred Dollars ($200.00) and in
default of payment the Offender shall be imprisoned for a term of not less than
Seven(7) days, nor more than thirty(30) days.
(b) A person who is guilty of a violation of Section 8, is liable on summary conviction to
a fine of not less than Twenty Dollars ($20.00) nor more than Two Hundred Dollars
($200.00) and for a subsequent offence to a fine of Fifty Dollars ($50.00) nor more
than Five Hundred Dollars ($500.00) and in default of payment to imprisonment for a
term of not less than Seven days nor more than Fifty days.
(c) A person who is guilty of a violation of Section 24, subsection (g), is liable on a
summary conviction to a fine of not less than Five Dollars($5.00) more than Fifty
Dollars ($50.00) and in default of payment to imprisonment of not less than seven
days nor more than thirty days.
33. REPEAL
Bylaw 10/12 of the Town of LeRoy are hereby repealed.
34. COMING INTO FORCE
This Bylaw shall come into force and take effect on the date of receiving approval thereof
from the Highway Traffic Board.
