BYLAW NO. 23 - 2021
A BYLAW TO REGULATE THE OPERATION OF GOLF CARTS
The Council of the Resort Village of Lumsden Beach (RVLB) in the Province of Saskatchewan enacts as follows:
A Bylaw to provide direction and regulation for the operation of golf carts within the boundaries of RVLB as
follows:
1.
Golf carts are self-propelled vehicles with 3 or more wheels weighing less than 590 kilograms (not
including the weight of the occupants). Golf carts do not need to be registered or licensed in order to
operate within RVLB.
2.
To drive a golf cart within RVLB, a person must be 16 years of age and have a valid driver's license or
the driver may be less than 16 years of age if they have a valid learner's license while accompanied on the
golf cart by someone that is at least 16 years of age and that has a valid driver's license. A driver without
any license may only operate a golf cart on the golf course if accompanied on the golf cart by
someone with a valid driver's license.
3.
When a golf cart causes any loss, damage or injury, the person operating the golf cart and/or the owner of
the golf cart at the time of the occurrence is liable for the loss, damage or injury, if it was caused by his
negligence or improper conduct.
4.
For a golf cart to be operated within RVLB, the owner of the golf cart must be insured with a minimum of
$200,000 in third party liability insurance.
5.
Within the municipal boundaries of RVLB, golf carts can be driven on municipal roads, trails, the golf
course and within the beach parking area as it extends between the yellow control gates at each end of the
municipality, but cannot be driven beyond the yellow gates unless approved by RVLB Council.
6.
A person operating a golf cart must operate:
* With due care and attention;
* At a speed that is safe and reasonable and never above the 25km/hr. RVLB speed limit;
* With front and rear lights if driven at night;
* By yielding the right of way to all pedestrians;
* By yielding the right of way to vehicles approaching from the right;
* By passing on the right of oncoming vehicles;
* To the left when passing a vehicle travelling in the same direction;
