VILLAGE OF MARCELIN
BYLAW NO. 07/2024
A BYLAW OF THE VILLAGE OF MARCELIN TO FIX THE RATES TO BE
CHARGED FOR THE USE AND CONSUMPTION OF WATER AND TO FIX THE
RATES TO BE CHARGED BY WAY OF RENT OR SERVICE CHARGE FOR
THE USE OF SEWER.
COUNCIL of the Village of Marcelin, in the Province of Saskatchewan, enacts as
follows:
1.
The charges to be paid by the water consumer whose water service has been
turned on and for persons who own or occupy premises drained or that are by
bylaw required to drain into the sewer shall be those set out in Schedule "A"
attached; provided, however, that the minimum shall be payable in every case
whether or not any water is consumed.

Person obtaining water from the coin operated meter shall pay the Bulk Water
Rates as set out in Schedule "A".
3.
The infrastructure fees charged, in accordance with Schedule "A", shall be used
for infrastructure repairs, additions or upgrades, and/or annual debt repayments
and shall not be used for operational expenses. The infrastructure fees collected,
less any infrastructure expenses, shall be placed in a reserve at the end of each
fiscal period.
4.
Accounts for water service and sewer service shall cover a period of two
successive months, and shall be rendered on or before the first day of the month
next following such period. Accounts shall be paid by the last day of the month
of which such accounts are rendered. If an account is not paid by the last day of
the month is which the fees were billed, the water service may be cut off. When
the water service is cut off, it shall not be turned on until all arrears have been
paid, together with a fee set out in Schedule "B" to cover the expenses of turning
off the water and turning it on again.
5.
A one time penalty of 8% will be added to all water and sewer accounts
outstanding after thirty days from the date on which such accounts are rendered.
6.
All rates, costs or charges imposed by this bylaw remaining unpaid on December
31st, may be transferred to the tax roll of the Village and may be levied and
collected in like manner as municipal rates and taxes are by law recoverable.
7.
Bylaw No. 08/2011, 06/2015, 08/2021 is hereby repealed
THE rates, charges, tolls or rents contained in this bylaw shall come into force and take
effect on September 1, 2024 and upon approval issued by the Local Government
Committee.

1. If a water connection is turned off by the Village at the request of the owner,
during regular business operating hours, the following charges will apply:
June 1st to October 31st

November 1st to May 31st

2. If a water connection is turned off by the Village at the request of the owner,
after regular business operating hours FOR EMERGENCIES ONLY, the
following charges will apply:
June 1st to October 31st

3. If a water connection is turned on by the Village at the request of the owner,
after regular business operating hours FOR EMERGENCIES ONLY, the
following charges will apply:

service, and will also be applied to reconnect the service:

prior to reconnecting, all arears must be paid during regular office hours, along
