Village of Quill Lake
BYLAW NO. 6-23
A BYLAW TO FIX THE RATES TO BE CHARGED FOR THE USE AND
CONSUMPTION OF WATER AND TO FIX THE RATES TO BE CHARGED BY
WAY OF SERVICE CHARGE FOR THE USE OF THE SEWER AND WATER
TREATMENT INFRASTRUCTURE LEVY.
The Council of the Village of Quill Lake in the Province of Saskatchewan, enacts as
follows:

This bylaw shall be known as the water and sewer rate bylaw.
The Village of Quill Lake may, by bylaw, ration or limit the amount of water
furnished to any and/or all consumers should circumstances deem to warrant such
action.
If the water supply is shut off from the premises of a user for infringement of the
provisions of this bylaw, same shall not be turned on until all penalties, fees, rates,
charges, custom labor, and arrears, if any, have been paid.
The charges to be paid by the water consumer whose water service has been
turned on and for persons who own or occupy premises drained or that are by
bylaw to be drained into the sewer shall be those set out in Schedule “A” attached,
or as amended from time to time.
The charges to be paid for sewer discharge into the sewer shall be those set out in
Schedule “B” attached, or as amended from time to time.
The charges to be paid for a Water Treatment Replacement Levy Schedule “C”
attached, will come into force after approval from Saskatchewan Municipal
Board.
The Village of Quill Lake retains ownership of the water meter located within the
property. The homeowner may be charged for willful damage or neglect which
damages the water meter.
Accounts for water service and/or sewer service shall cover a period of one
successive month, for monthly Customers and three successive months for
quarterly Customers, and shall be rendered on or before the first day of the month
next following such period. Accounts shall be paid within a period of thirty days
from the date on which such accounts are rendered. If an account is not paid
within the said period of thirty days, the water service may be cut off. When the
water service is so cut off, it shall not be resumed until all arrears have been paid,
together with a fee of $50.00 to cover the expenses of turning off the water and
turning it on again; provided that if the Village is required to turn on the said
water service outside the Village employee’s regular working hours, the fee shall
be $75.00.
9. Water and sewer services can be discontinued at any time at the discretion of the
Village of Quill Lake.
10. The Village of Quill Lake will issue a water and sewer account to any person
renting property with a copy of each billing given to the property owner. Property
owner are responsible for any arrears at said if property and arrears will be
transferred to the property owners tax roll if accounts are in arrears, at any time.
11. The Village of Quill Lake will not provide water and sewer services for a client
who already owes arrears from another account or residence within our
municipality.
12. The sewer line from a house to the main sewer line on the street is the
responsibility of the homeowner to keep clear. The Village of Quill Lake is not
responsible for sewer line cleaning for residents no matter where the blockage is
thought to be.
13. All water and sewer accounts are due and payable when rendered. If the account
shows arrears of thirty days after the billing date a 2% penalty charge shall be
added to the arrears.
14. If an account shows arrears after 30 days from the billing date, the balance may be
transferred to the property tax account at any time after that.
15. The rates, charges, tolls or rents contained in this bylaw shall come into force and
take effect on the day of approval being issued by the Local Government
Committee.
16. Bylaw No. 5-23 is hereby repealed.
