## Primary Corridors and Permitting Bylaw
Bylaw of the Rural Municipality of Piapot No. 110, in the Province of Saskatchewan to Establish Comary Weight Corridors and Create A Permitting System to Access the Primary Weight
The council of the Rural Municipality of Piapot No. 110 in the Province of Saskatchewan under authority of Section 18 of The Municipalities Act enacts the following:
## Short Title
1. This Bylaw may be cited as the Primary Corridors and Permitting Bylaw.
2. In this Bylaw:
3. , "Primary weight" means primary weights as established by The Vehicle Weight and Dimension Regulations;
- b) "Primary weight corridor" means a continuous length of municipal road that connects to a provincial highway designated as primary weight and where trucks are allowed to operate at primary weight.
3. The following roads shall be designated as Primary Weight Corridors in the R.M. of Piapot No. 110:
- a) The Primary Grid No. 724
- c) The North Sidewood Grid from the Highway #1 to the Primary Grid No. 728 East
- b) The Primary Grid No. 614 south of the Highway #1
4. The Primary Weight Corridors may be subject to weight restrictions in the spring or when conditions warrant.
5. Council maintains the right to require haul road agreements with firms or operators conducting concentrated hauls on any Primary Weight Corridor Road.
6. Access from other roads within the municipality to the Primary Corridors shall be authorized by permit designating the route to the Corridor and fees set as follows:
- a) Rate Payer Permit:
- i) An annual permit shall be available to all rate payers for a fee of $25.00, allowing all trips, but subject to the conditions and restrictions set out in Schedule 'A'.
14. ii) Third party haulers hired by the rate payer may obtain a permit at no cost. To obtain the permit at no charge from the municipal office they must:
- (1) provide the rate payers permit number;
- b) Non-Rate Payer Permits:
- (2) be hauling the commodities of the rate payer;
- i) Single Trip permits may be issued for $25.00, allowing:
- (1) a single trip with the exception of a road subject to spring road restriction orders on the date the permit is issued; or
- (2) a single trip on a road subject to spring road restriction orders.
21. ii) Blanket Permits may be issued for $250.00 times the number of truck units allowing:
- (1) multiple trips in a twelve-month period, with the exception of roads subject to spring road restriction orders; or
- (2) multiple trips in a twelve-month period on roads subject to spring road restriction orders.
5. Any truck operator holding a permit under this bylaw shall produce & exhibit his permit when required to do so by the compliance officer, police officer or any person authorized by council.
6. An operator who contravenes any of the provisions of this bylaw is guilty of an offence and liable on summary conviction to the penalties in the General Penalty Bylaw of the municipality.
7. This Bylaw comes into force and takes effect on the day of the final passing thereof and shall remain in effect until such time as the bylaw is repealed.

## SCHEDULE 'A' ATTACHED TO BYLAW 2021-01
## Conditions and Restrictions of Rate Payer Permit
1. Inbound loads coming from primary weight roads are allowed travel on RM secondary weight roads to the ratepayers end destination.
2. Outbound primary weight loads from a ratepayer going to primary weight roads are allowed to travel on RM secondary weight roads.
3. Axle loadings must conform to The Vehicle Weight and Dimension Regulations, 2010 Sec. 18
4. When road bans are in effect, the ratepayer is allowed to permit trucks to primary weight for inbound and outbound freight.
5. All Carriers shall ensure the road is dry and/or frozen before using.
6. Speed Limits shall not exceed permit or posted limits.
7. This permit is not intended for continuous hauls within the RM, with the exception of selfloading bale trucks and truck mounted tub grinders.
8. This permit does not apply to the pavement beginning 100 meters south of the CPR track to 8.5 KM south, ending at the #724.
9. Any Road Damage is the responsibility of the hauler.
10. If the permit is misused by a ratepayer, Council reserves the right to revoke the permit.
