The Traffic Bylaw
Part I - Short Title, Purpose and Definitions
Short Title
1.
This Bylaw may be cited as The Traffic Bylaw.
Purpose
1.1
The purpose of this Bylaw is to:
(a)
regulate parking and vehicular and pedestrian traffic:
(i)
within the City; and
(ii)
on any street outside of the City that is under the control of the City;
(b)
regulate the use of streets, sidewalks and boulevards;
(c)
prohibit climbing on civic property; and
(d)
prohibit damage to shrubbery or trees owned by the City and streets, sidewalks or
boulevards.
Definitions
2.
(1)
In this Bylaw:
(a)
"accessibility ramp" means a ramp, slope or grade constructed on or next
to a sidewalk for the purpose of easing pedestrian access to the sidewalk;
(b)
(Repealed - Bylaw No. 9960 - February 28, 2024)
(c)
"all terrain vehicle" means an all terrain vehicle as defined in The All
Terrain Vehicles Act;
(c.1)
"bicycle" means a bicycle as defined in The Bicycle Bylaw, 2020;
(d)
"boulevard" means the area between the edge of the portion of the street
intended for vehicular traffic and the property line of the adjacent property,
not including the sidewalk;
(e)
"bus stop" means either a Saskatoon Transit bus stop or a bus stop for
school buses;

(f)
"car share" means a car rental program registered with the City and
designed for persons to rent cars for short periods of time;
(g)
"car share parking space" means a parking space designated by sign for
the exclusive use of car share vehicles;
(h)
"car share vehicle" means a vehicle that:
(i)
is used exclusively by a car share; and
(ii)
bears a decal from the City designating it as a car share vehicle
associated with a car share parking space;
(i)
"Central Business District" means the area of the City bounded by the
South Saskatchewan River to the South and to the East, Idylwyld Drive to
the West and 25th Street to the North as shown in Schedule Nos. 8 and 8a;
(j)
"Chief of Police" means the Chief of Police of the Saskatoon Police Service
or anyone authorized to act on the Chief of Police's behalf;
(j.1)
"City infrastructure" means any property or asset, or a piece or part of
any property or asset, owned or operated by the City, including:
(i)
a street, bridge, overpass, underpass, guardrail, barrier, traffic sign
or other traffic control device and any other roadway property or
asset;
(ii)
a curb, sidewalk or other pedestrian walkway;
(iii)
a fire hydrant;
(iv)
a parking structure and any other parking related asset;
(v)
a fence or sound wall;
(vi)
a light standard, utility box and any other light and power property
or asset;
(vii)
any other property or asset relating to or supporting a public utility,
as defined by clause 2(1)(cc) of The Cities Act.".
(k)
"construction equipment" means any unlicensed implement, equipment,
machine or vehicle, including front-end loaders, scrapers, graders,
articulated rock trucks, cranes, backhoes, bobcats, zoom booms, genie lifts,
rubber tire hoes and any other similar equipment, that is:
(i)
not designed, used or intended to be used primarily for the
transportation of passengers or goods; and
(ii)
designed, used or intended to be used for:

(A)
road or general construction or industrial purposes;
(B)
earth moving, excavation or demolition services; or
(C)
transporting earth, gravel, rocks or any other material;
(k.1)
"crosswalk" means:
(i)
a clearly marked pedestrian crossing; or
(ii)
if there is no clearly marked pedestrian crossing, the prolongation
through the intersection of the lateral boundary lines of the adjacent
or intersecting sidewalks at the end of a block;
(l)
"curb" means the dividing line between the part of a street intended for use
by vehicles and the part of a street intended for use by pedestrians, whether
marked with a curbstone or not;
(m)
"cycle track" means a cycle track as defined in The Bicycle Bylaw, 2020;
(n)
"double parking" means parking a vehicle:
(i)
parallel to a vehicle parked beside the curb in a parking area; or
(ii)
to the rear of a vehicle that is angle parked at the curb in an angle
parking area;
(o)
"driver" means the operator of a vehicle or motor vehicle;
(p)
"Exhibition Week" means the days in each year during which the
Saskatoon EX is held by the Saskatoon Prairieland Park Corporation;
(q)
"farm equipment" means any unlicensed and self-propelled implement,
equipment or machine designed, used or intended for agricultural use,
including tractors, combines and other similar equipment;
(r)
"fire lane" means an area designated by signs or markings as a fire lane;
(s)
"Fringe Festival" means the days in each year during which the Saskatoon
Fringe Festival is held on or around Broadway Avenue and surrounding
streets;
(t)
"General Manager" means, unless otherwise specified, the General
Manager of Transportation and Construction for the City or anyone
authorized to act on the General Manager's behalf;

(t.1)
"grade separation structure" means a street, railway or crosswalk using
an overpass or underpass;
(t.2)
"holiday" means any of the following days:
(i)
New Year's Day, Family Day, Good Friday, Victoria Day, Canada
Day, Saskatchewan Day, Labour Day, Thanksgiving Day,
Remembrance Day and Christmas Day;
(ii)
any day designated by the City in lieu of a day mentioned in
subclause (i);
(u)
"law enforcement vehicle" means any vehicle owned by the City or the
Saskatoon Board of Police Commissioners that is used exclusively for law
enforcement purposes;
(v)
"Level 1 vehicle" means a Level 1 vehicle as described in Schedule No. 7;
(w)
"Level 2 vehicle" means a Level 2 vehicle as described in Schedule No. 7;
(x)
"Level 3 vehicle" means a Level 3 vehicle as described in Schedule No. 7;
(y)
"long haul vehicle route" means a truck route as shown on Schedule No.
8a to be used by trucks travelling through but not making a delivery or
pickup within the City;
(z)
"marking" means any pavement marking installed on a street for the
guidance, regulation, warning, direction or prohibition of traffic;
(aa)
"material" means any object or article, including building waste, sand,
gravel, earth and building products;
(bb)
"maximum axle weight" means the total weight per axle that a vehicle is
permitted to carry as identified in Schedule No. 7;
(cc)
"maximum gross vehicle weight" means the total weight that a vehicle,
whether empty or loaded, is permitted to carry as identified in Schedule No.
7;
(dd)
"median" means the portion of a street that separates lanes of traffic flow;
(ee)

(ff)
"mobile food trailer" means a non-motorized, mobile, self-contained unit
that is towed by a vehicle and equipped to cook and prepare or serve food;
(gg)
"mobile food truck" means a motorized, mobile, self-contained vehicle
that is equipped to cook and prepare or serve food, and does not include
mobile food trailers or carts;

(hh)
"motor vehicle" means a motor vehicle as defined in The Traffic Safety
Act;
(ii)
"natural forces" means rain, snow melt, wind and water from hoses or
other mechanical or human action;
(jj)
"parade" means:
(i)
any procession or body of pedestrians, except members of the
Canadian Armed Forces:
(A)
numbering more than 30; and
(B)
standing, marching or walking on any street or sidewalk; or
(ii)
any group of vehicles numbering more than 9, except funeral
processions, standing or moving on any street;
(kk)
"parking" means the standing of a vehicle, whether occupied or not, other
than standing temporarily:
(i)
for the purpose of and while actually engaged in loading or
unloading; or
(ii)
in obedience to traffic regulations, signs or signals;
(ll)
"parking application" is a smart phone application that is approved by the
General Manager of Community Services and designed to allow the
purchase of parking sessions within a pay station zone;
(mm) "parking area" means any portion of a street or surfaced or unsurfaced
area indicated by signs, markings, numbers, poles or any other device as a
place for parking;
(nn)

(oo)
"parking pay station" means a multi-meter device operated and
maintained by or on behalf of the City for collecting parking fees for and
controlling the use of parking spaces within a pay station zone;
(pp)
"parking stall" means any portion of a parking area marked by painted
lines, number, pole, sign or other device to indicate that it is intended for
the parking of a vehicle;
(qq)
"parking structure" means a structure indicated by signs or markings as a
place for parking;
(rr)
"party bicycle" means a party bicycle as defined in The Bicycle Bylaw,
2020;

(ss)
"pay station zone" means a parking area where parking is permitted subject
to payment of parking fees at a parking pay station;
(tt)
"pickup and delivery vehicle route" means a truck route as shown on
Schedule No. 8 to be used by trucks making a pickup or delivery within the
City;
(tt.1) "playground zone" means the area between:
(i)
the traffic control device or official sign identifying an area as a
playground zone; and
(ii)
the traffic control device or official sign indicating a greater rate of
speed or the end of the area as a playground zone;
(uu)
"power unit" means a power unit as defined in The Traffic Safety Act;
(uu.1) "provincial accessible parking permit" means a special licence plate,
placard or permit depicting the international symbol of access, also known
as the wheelchair symbol, issued by the Province of Saskatchewan or other
competent governmental jurisdiction with issuing authority;
(vv)
"public parking lot" means an off-street parking area that is owned or
controlled and managed by the City;
(ww) "recreational vehicle" means a self-propelled or towed vehicular type unit,
primarily designed as temporary living quarters for recreational, camping
or travel use and which is used solely as a family or personal conveyance
and in no way used for a commercial purpose, including:
(i)
travel trailers;
(ii)
cabin trailers;
(iii)
tent trailers;
(iv)
truck campers;
(v)
motorhomes;
(vi)
park trailers; and
(vii) fifth-wheel travel trailers;
(xx)
"road maintenance equipment" includes sanding trucks, snow plows, de-
icers, asphalt sprayers, patching equipment and other similar equipment
operated by an employee or agent of the City while engaged in road
maintenance;

(yy)
"sandwich board" means a sign that is hinged at the top and may be set up
in a triangular shape;
(yy.1) "Saskatoon Transit bus stop" means either of the following areas on a
street that is reserved for use by Saskatoon Transit vehicles to load and
unload bus passengers:
(i)
in the case of a bus stop that is marked with a sign showing where
the bus stop begins and where the bus stop ends, the area between
the two signs;
(ii)
in the case of a bus stop that is marked only with a sign showing
where the bus stop begins, the area beginning at the sign and
extending 22 metres from the sign in the direction indicated on the
sign;
(yy.2) "school area" means the area between:
(i)
the traffic control device or official sign identifying an area as a
school area; and
(ii)
the traffic control device or official sign identifying the end of a
school area;
(zz)
"school zone" means the area between:
(i)
the traffic control device or official sign identifying an area as a
school zone; and
(ii)
the traffic control device or official sign indicating a greater rate of
speed or the end of the school zone;
(aaa) "semi-trailer" means a semi-trailer as defined in The Traffic Safety Act;
(bbb) "Senior Fire Officer" means the Fire Chief, a Deputy Fire Chief, an
Assistant Chief, the Fire Marshal or a Fire Inspector of the Saskatoon Fire
Department;
(ccc) "sidewalk" means the portion of the street designed and intended for or
used by pedestrians;
(ddd) "sidewalk crossing" means the portion of a sidewalk permanently
improved or designed for the passage of vehicular traffic;
(eee) "sign" means a notice bearing a name, direction or warning that is displayed
or posted for public view, and includes a sandwich board;
(fff)
"stopping" means:

(i)
when required, a complete cessation from movement; and
(ii)
when prohibited, any stopping, even momentarily, of a vehicle,
whether occupied or not, except when necessary to avoid conflict
with other traffic or in compliance with the directions of a peace
officer or a traffic-control signal;
(ggg) "street", unless otherwise qualified or limited, means the entirety of the
right of way, including a road, alley or other place designed and intended
for or used by the general public for the passage of vehicles and pedestrians,
but does not include a parking lot, whether privately or publicly owned;
(ggg.1) "taxi stand" means an area on a street designated by Council for the
exclusive use of taxis licensed by the City;
(hhh) "ticket controlled zone" means a parking area where parking is permitted
subject to payment of parking fees at a ticket dispenser and display of a
ticket in accordance with subsections 10(6.3) and 10(6.4);
(iii)
"ticket dispenser" means an automatic or mechanical meter erected,
maintained or operated by the City in a parking area;
(jjj)
"traffic sign" means any sign or marking installed for the guidance,
regulation, warning, direction or prohibition of traffic;
(kkk) "trailer" means a trailer as defined in The Traffic Safety Act;
(lll)
"unregulated vehicle" means a vehicle that is not more specifically defined
in or regulated by a City enactment;
(mmm) "vehicle" means a device in or by which a person or thing may be
transported or drawn on a street but does not include a wheelchair;
(nnn) "wheel" includes tire.
(2)
All schedules to this Bylaw are a part of this Bylaw.
Part II - Temporary Street Closure
Temporary Street Closures
3.
(1)
The Chief of Police or the General Manager may temporarily close to vehicular or
pedestrian traffic, or temporarily prohibit parking on, any street or portion thereof
in order to avoid traffic congestion, danger, accident or for construction or
maintenance purposes and the General Manager may install such temporary stop,
yield or detour signs as may be required.

(2)
A person shall not drive, stop or park a vehicle or walk on any street or portion
thereof which is roped off, barricaded or indicated by notice or sign as being closed.
Movement of Vehicles to Accommodate Street Repair, Snow Removal, Street Sweeping or
Other Street Maintenance
4.
For the purpose of street construction, paving, street repair, snow removal, street sweeping
or any other necessary street maintenance, the Chief of Police or the General Manager may,
without notice, move, for such distance as is necessary, any vehicle that is parked on any
street or portion thereof which is roped off, barricaded or indicated by notice or sign as
being closed or as being a no parking zone.
Part III - Traffic Control Devices
Uniform Manual
5.
All traffic signs and traffic signals installed in the City shall generally conform to the
requirements of the Uniform Traffic Control Devices for Canada as distributed by the
Transportation Association of Canada.
Obedience to Signs
6.
Every driver or pedestrian shall obey any applicable instructions or directions indicated on
any traffic sign or marking installed on any street or public parking lot, or in any park,
unless otherwise directed by a police officer.
Cross New Pavement Markings
7.
A person shall not wilfully drive or walk on or over a newly installed marking on any street.
Unauthorized Signs Prohibited
8.
(1)
In this section:
(a)
"public property" includes streets, sidewalks, boulevards, public
parking lots, medians and shared-use pathways; and
(b)
"unauthorized traffic control device" means any sign, signal, marking or
other similar device that resembles or could be mistaken for an authorized
device that directs or controls vehicles in any manner, but that has not been
approved by the City.
(2)
No person shall:
(a)
install an unauthorized traffic control device anywhere on public property;
or

(b)
cause or permit an unauthorized traffic control device to be located on
private property in any place where it may confuse or mislead drivers with
respect to the permitted use of public property.
(3)
The General Manager or Chief of Police may remove, without notice, any sign,
signal, marking or other device that, in the opinion of the General Manager or Chief
of Police, contravenes subsection (2).
Distracting Devices
9.
A person shall not install or keep installed in the City of Saskatoon any device which, in
the opinion of the Chief of Police or General Manager, is of such a nature or so positioned
that it will distract the attention of a vehicle operator and in so doing create a traffic hazard.
Removal of Signs
9.1
A person shall not remove or deface any sign or notice put up in accordance with this
Bylaw or at the direction of the City.

Schedule No. 20 is for reference purposes only and does not in any way limit the
types of signs the City may use.
Part IV - Stopping and Parking
Method of Parking
10.
(1)
Subject to Subsections 10(2), 10(3) and 10(4), the operator of a vehicle shall not
stop, or park the vehicle on any street other than parallel with the curb, and with the
right hand wheels of the vehicle within 300mm of the edge of the curb and face the
vehicle in the direction of the going traffic.
(2)
In designated angle parking areas (other than right-angle parking areas) on a street,
the operator of a vehicle shall stop or park the vehicle on any street at an angle with
the right curb of between 40 and 60 degrees.
(3)
Where the parking spaces are designed at right angles with the curb, the operator
of a vehicle shall stop or park a vehicle on any street at an angle with the curb of
90 degrees.
(4)
Upon one-way streets, the operator of a vehicle may park with the left side of the
vehicle towards the curb on the left-hand side of the street providing the left-hand
wheels of the vehicle are within 300mm of the edge of the curb.

Parking Stall Boundaries
(5)
A driver parking in a parking stall shall ensure their vehicle is parked entirely within
the boundary of the parking stall.
(6)

Pay Station Zone Parking
(6.1)
(Repealed - Bylaw No. 9123 - July 19, 2013)
(6.2)
No person shall park in a parking stall within a pay station zone for longer than the
amount of time purchased for that parking stall.
(6.2.1) No person shall park in a pay station zone for longer than the amount of time
purchased.
Ticket Controlled Zone Parking
(6.3)
A person who parks in a ticket controlled zone shall display the entire ticket
obtained from the ticket dispenser on the driver's side dashboard of the vehicle in
a position such that its date and expiry time are clearly visible.
(6.4)
No person shall park in a ticket controlled zone for longer than the time indicated
on the displayed ticket.
Free Parking
(7)
Subsections 10(6.2), (6.2.1), (6.3) and (6.4) do not apply during the times or in the
circumstances mentioned in subsection 55.2(4).
Car Share Parking
(8)
No person shall park a vehicle in a car share parking space other than a car share
vehicle designated for that car share parking space.
Parking Limit Signs
11.
(1)
Except as otherwise provided in Part X or subsection (2), a person shall not park a
vehicle on a street or in a public parking lot for a longer time than allowed by signs.
(2)
A mobile food truck or mobile food trailer that is not more than 9.75 metres in
length may park on a street, other than in a loading zone, for up to six hours
regardless of the time allowed by signs.
No Parking Locations
12.
(1)
A driver shall not park a vehicle on a street in any of the locations listed in Schedule
No. 1.

A driver shall not park a vehicle in any public parking lot:
a)
where traffic signs have been placed prohibiting parking; or
b)
(Repealed - Bylaw No. 9842 - September 26, 2022)
b.1)

c)
in front of an accessibility ramp or so close thereto as to prevent or hinder
pedestrian access.
Exhibition Week Parking
12.1
No person shall park a motor vehicle on a street in the areas shown on Schedule No. 13
during Exhibition Week in contravention of signs posted in the areas, unless it displays a
valid colour-coded Exhibition Week parking permit for that specific area.
Parking Prohibited on Boulevards
12.2
(1)
No person shall park a vehicle on a boulevard except as provided in this Section;
(2)
Notwithstanding Subsection (1), a vehicle may be parked on a boulevard if:
(a)
the vehicle is parked on a private driveway which extends across the
boulevard; and
(b)
the vehicle is not parked within 1.2 metres of the edge of the sidewalk
adjacent to the private property, or of the curb if no sidewalk exists.
Fringe Festival Parking
12.3
No person shall park a motor vehicle on a street in the area shown on Schedule No. 14
during the Fringe Festival in contravention of signs posted in the area, unless it displays a
valid Fringe Festival parking permit.
Parking Prohibited in Designated Snow Route Areas
12.4
(1)
No person shall park or stop a vehicle or permit a vehicle to be parked or stopped
on any street or portion of any street identified as a snow route in Schedule No. 15
to this Bylaw.
(2)
Subsection (1) applies when snow routes have been declared in effect by the
General Manager.
(3)
A declaration announcing Green Circle snow routes to be in effect shall remain in
effect for a period of twenty-four (24) hours unless sooner terminated or extended
by further declaration of the General Manager such twenty-four (24) hour period to
commence and be effective from the time specified in the declaration.

(3.1)
A declaration announcing Blue Square snow routes to be in effect shall remain in
effect for a period of twenty-four (24) hours unless sooner terminated or extended
by further declaration of the General Manager, such twenty-four (24) hour period
to commence and be effective from the time specified in the declaration.
(4)
The General Manager shall inform the general public of the existence of a snow
route declaration using whatever means the General Manager may deem advisable.
(5)
All vehicles parked on designated snow routes while a declaration is in effect may
be moved, without notice, for such distance as is necessary, or impounded by the
City at the expense of the registered owner of the said vehicle.
Parking Prohibited in Designated Street Maintenance Areas
12.5
(1)
For the purposes of this section, "street maintenance area" is an area designated by
posting a sign or signs in accordance with Subsection (4) for the purpose of the City
carrying out street sweeping, street maintenance, street repair, road maintenance,
snow clearing, snow removal, and snow maintenance and other similar activities.
(2)
No person shall park or stop a vehicle or permit a vehicle to be parked or stopped
on any street or portion of any street designated as a street maintenance area.
(3)
Subsection (2) applies when a street maintenance parking ban is in effect.
(4)
The General Manager shall designate a street maintenance area by posting on a
street a sign or signs in the general form shown in Schedule No. 16 or in any other
form as may be approved by the City from time to time.
(5)
A street maintenance parking ban shall be in effect for the period of time indicated
on the sign or signs posted in accordance with Subsection (4) and shall remain in
effect until the sign or signs are removed by the City.
(6)
All vehicles parked or stopped on streets within a designated street maintenance
area while a street maintenance parking ban is in effect may be moved, without
notice, for such distance as is necessary, or impounded by the City at the expense
of the registered owner.
No Stopping Certain Locations
13.
The operator of a vehicle shall not stop the vehicle in any of the places listed in Schedule
No. 2 except when necessary to avoid collision or conflict with other traffic or in
compliance with the directions of a police officer or traffic sign or signal.
Parking Limits
14.
Except as otherwise indicated by a sign or otherwise provided for in this Bylaw, a person
shall not park a vehicle on a street or in any public parking lot that does not require payment
for more than 72 hours.

Chalk Marks
14.1
a)
In order to determine the time which a vehicle or recreational vehicle has been
parked in a location where parking is restricted to a specific time, any person
authorized to enforce this Bylaw may place an erasable chalk mark on the tread
base of the tire of the parked or stopped vehicle or recreational vehicle without such
person or the City incurring any liability for doing so.
b)
No person shall remove an erasable chalk mark placed under Subsection a) while
the vehicle or recreational vehicle remains parked in the location where it was
marked.
Use of Space in Front of Fire Hydrant
15.
(1)
In this section, "fire hydrant curb access point" means a point at a curb that is
determined by drawing a line perpendicular to the curb from the fire hydrant to the
curb, as shown in the example diagram in Schedule No. 12.
(2)
A driver shall not park within one metre of a fire hydrant curb access point, unless
the driver remains at the wheel of the vehicle and is at all times ready to move the
vehicle upon the request of a peace officer or City personnel.
(3)
Subsection (2) applies notwithstanding any signage that would otherwise permit
parking.
Double Parking
16.
A person shall not double park a vehicle on a street or in a public parking lot.
Parking With a Provincial Accessible Parking Permit
17.
A vehicle displaying a provincial accessible parking permit may be parked in any space
designated as a loading zone, provided such parking is in accordance with the signed time
limit for the street area in which the loading zone is situated.
Loading Zones
18.
The street area adjacent to the curb designated by signs or markings as a "Loading Zone"
shall be used by an operator of a vehicle in accordance with the time limits and directions
set out in Schedule No. 3.
Effect of Temporary Signage
18.1
Notwithstanding any other provision of this Bylaw, where temporary signage has been
posted by the City to restrict or prohibit parking or driving, the temporary signage
supersedes any other signage or traffic control devices.

Unlicensed Vehicle Parked on Street
19.
The operator of a motor vehicle or trailer which must be registered under The Traffic Safety
Act shall not park the vehicle on a street or public parking lot unless it is properly registered
and displays valid license plates issued to the vehicle pursuant to The Traffic Safety Act.
Private Parking Place
20.
The operator of a vehicle shall not park the vehicle on any private parking place or on any
private property except with the consent of the owner or occupant of the private parking
place or private property.
Maximum Dimensions of Parked Vehicles
21.
(1)
Subject to subsections (2) and (3), no person shall park a vehicle, or a vehicle
connected to a trailer, that has an overall length of more than six metres:
(a)
on a street that has angle parking areas;
(b)
in a pay station zone or ticket controlled zone; or
(c)
for more than one hour on a street in a residential district, other than a
recreational vehicle that is parked in accordance with section 21.1.
(2)
A mobile food trailer or mobile food truck with a length of up to 9.75 metres may
park in a pay station zone or ticket controlled zone.
(3)
Subsection (1) does not apply to a bookmobile owned by the Saskatoon Public
Library or a construction trailer owned by the City.
Recreational Vehicles
21.1
(1)
An owner or operator of a recreational vehicle shall not park the recreational vehicle
on a residential street for more than 36 consecutive hours, following which the
owner or operator shall move the recreational vehicle to an off-street location for a
period of not less than 48 consecutive hours before the recreational vehicle may be
parked again on a residential street.
(2)
An owner or operator of a recreational vehicle that is detached from a vehicle used
for moving the same shall block one front tire and one back tire, both located on
the same side of the recreational vehicle, with devices sufficient to prevent
unattended movement of the recreational vehicle and such devices shall be removed
from the street upon removal of the recreational vehicle.
(3)
No owner or operator of a recreational vehicle shall park the recreational vehicle
on a residential street in such a manner as to constitute a hazard.
(4)
A recreational vehicle parked on a residential street shall display a current licence
plate.

(5)
This section does not apply to a bookmobile owned by the Saskatoon Public Library
or a construction trailer owned by the City.
Detached Trailers on Streets Prohibited
21.2
(1)
A person shall not park or permit to be parked on a street at any time a trailer that
is detached from a vehicle used for moving the same, unless in accordance with
section 21.1.
(2)
For the purposes of subsection (1), a trailer is considered detached if it is not
securely locked to a vehicle using a tow hitch.
Additional Penalties for Continuing Offences
22.
Where a Notice of Violation has been issued for an offence under this Bylaw, the owner or
operator of a vehicle that is unlawfully placed or kept on any street, parking place or other
public place is subject to an additional fine as listed in Schedule No. 10 after the elapse of
two hours from the time the previous Notice of Violation was issued for that offence.
Vehicle Repair on Street
23.
Except for making emergency repairs, a person shall not use any street for vehicle repair
or vehicle maintenance.
Motor Vehicle in Parks
24.
(1)
A person shall not drive or park a motor vehicle in a park.
(2)
Subsection 24(1) does not apply to that area in a park constructed and designated
as a road or a parking lot for vehicles or to a person operating a vehicle or equipment
while carrying out construction, repair or maintenance of the park.
Parking in Fire Lane or Area Marked as Reserved for Persons with Disabilities
25.
(1)
No person shall park or permit to be parked a vehicle in a fire lane.
(2)
No person shall park or permit to be parked a vehicle in an area or zone marked as
reserved for persons with disabilities unless the vehicle displays a valid provincial
accessible parking permit.
(3)
Subsections (1) and (2) do not apply to law enforcement or emergency vehicles.

Part V - Driving and Operating Vehicle
Splashing Pedestrians
26.
When water, mud or slush is lying on a street the driver of a vehicle shall drive on the street
in a manner so as not to splash any pedestrian using the sidewalk or crosswalk.
Vehicle Passing a Bicycle
26.1
(1)
Every driver of a motor vehicle or operator of a party bicycle on a street with one
driving lane in the direction of travel shall, as nearly as may be practicable, leave a
distance of at least one metre between a bicycle and the motor vehicle or party
bicycle and shall maintain that distance until safely past the bicycle.
(2)
The one metre distance mentioned in subsection (1) refers to the distance between
the extreme right side of the motor vehicle or party bicycle and the extreme left side
of the bicycle, including all projections and attachments.
(3)
No operator of a party bicycle on a street with one driving lane in the direction of
travel shall overtake two bicycles being operated abreast on the street.
(4)
No operator of a party bicycle on a street with two driving lanes in the direction of
travel shall overtake a bicycle unless the party bicycle is travelling fully in the
lane not occupied by the bicycle.
U-Turns
27.
(1)
No driver of a vehicle shall make a U-turn except as permitted in this Section.
(2)
Subject to Subsections (3) and (4), the driver of a vehicle shall only be permitted to
make a U-turn:
a)
at an unsignalized median opening; and
b)
at an unsignalized intersection, provided that neither street is a private road
or driveway, or lane or alley.
(3)
Notwithstanding Subsection (2), no driver of a vehicle shall make a U-turn at any
unsignalized median opening or intersection, where a sign has been erected at that
location prohibiting such movement.
(4)
Notwithstanding subsection (2), no driver of a vehicle shall make a U-turn
anywhere in:
(a)
a school zone when reduced speed limits are in effect; or
(b)
a school area between the hours of 7:00 a.m. and 7:00 p.m.

Entering an Intersection
28.
Notwithstanding any traffic signal indication to proceed, the driver of a vehicle shall not
enter an intersection unless there is sufficient space on the other side of the intersection to
accommodate the driver's vehicle without obstructing the passage of pedestrians or other
traffic.
Towing Vehicles
29.
A person shall not tow a vehicle on a street in an unsafe manner or with an unsafe tow rope,
tow chain or other connecting device.
Vehicle Not to be Driven on Sidewalk
30.
(1)
A person shall not drive, park, cross or use a motor vehicle, unregulated vehicle,
party bicycle or equipment on any sidewalk or boulevard or use the sidewalk or
boulevard for access to an adjacent property unless the written permission of the
General Manager has been received, such permission to only be granted if
precautions have been or will be taken to protect the sidewalk against damage and
the use of the sidewalk by the motor vehicle, unregulated vehicle, party bicycle or
equipment will not unduly obstruct pedestrians.
(2)
Notwithstanding subsection (1), a motor vehicle, unregulated vehicle, party bicycle
may drive, cross or use a sidewalk or boulevard for access to an adjacent property
if the motor vehicle, unregulated vehicle, or party bicycle is using a sidewalk
crossing approved in writing by the General Manager.
Damaging City Infrastructure
30.1
No person shall operate a vehicle in a manner that causes damage to City infrastructure.
Maximum Speed
31.
(1)
A person shall not drive any vehicle on a street at a speed greater than the speed
permitted in Schedule No. 4.
(2)
Notwithstanding Subsection (1) a person shall not drive a vehicle on a street in a
posted construction area at a speed greater than the posted speed limit for the
construction area.
(3)
A person shall not drive any vehicle in or on any parking area or structure at a speed
greater than the speed permitted in Schedule No. 4.
School Bus Safety Lights
32.
(1)
Notwithstanding Section 212 of The Traffic Safety Act, the driver of a school bus
shall not use the safety lights on the bus while operating the bus within the corporate
limits of the City of Saskatoon.

Use of Lights and Sirens during Emergency Exercise
(2)
The driver of an emergency vehicle may use emergency lights and warning devices
during an emergency training exercise that is held within the City of Saskatoon and
is approved by the Fire Chief and the City Manager of The City of Saskatoon. A
simulated emergency during the emergency training exercise shall be deemed a real
emergency and Section 238 of The Traffic Safety Act shall apply thereto.
Care in Opening Motor Vehicle Doors
33.
A person shall not open or leave open the door of a motor vehicle that is next to moving
vehicular or pedestrian traffic unless it is safe to do so.
Semi-Trailer Units Backed to Curb
34.
The driver of a semi-trailer unit shall not have the semi-trailer backed up to the curb except
while actually loading or unloading and providing that the semi-trailer unit does not
obstruct more than three metres of the street.
Entering Traffic Stream
34.1
Before entering the driving lane of any street from a standing position at a curb, the driver
of a vehicle shall yield the right of way to vehicles using the driving lane.
Unregulated Vehicles
34.2
A person shall not drive, park or use an unregulated vehicle on any street.
Party Bicycles
34.3
(1)
Unless the written permission of the General Manager has been received, no person
shall operate a party bicycle except:
(a)
between 0900 hours and one-half hour before sunset; and
(b)
on the streets in the area shown on Schedule No. 18.
(2)
The operator of a party bicycle has the same duties as a driver of a motor vehicle,
and shall:
(a)
operate with due care and attention;
(b)
sit upon or astride the operator seat of the party bicycle;
(c)
not use the party bicycle to carry more persons at one time than the party
bicycle is designed and equipped to carry;
(d)
not carry on, or attach to, the party bicycle any object, item or thing that:

(i)
prevents the operator from being able to keep both hands on the
steering wheel; or
(ii)
obstructs the operator's view;
(e)
not perform or engage in any stunt or other activity that is likely to distract,
startle, endanger or interfere with pedestrians, other vehicles or street users;
(f)
keep at least one hand on the steering wheel at all times;
(g)
on a street with two or more driving lanes in the direction of travel, travel
in the rightmost lane except when preparing to make a left-hand turn or
when overtaking a bicycle;
(h)
signal prior to turning or stopping using a signalling device;
(i)
retrieve any material that is disposed from the party bicycle onto the street;
(j)
ensure that all passengers:
(i)
sit upon or astride a passenger seat of the party bicycle;
(ii)
not carry on, or attach to, the party bicycle any object, item or thing
that:
(A)
prevents the operator from being able to keep both hands on
the steering wheel; or
(B)
obstructs the operator's view;
(iii)
not perform or engage in any stunt or other activity that is likely to
distract, startle, endanger or interfere with the operator, pedestrians,
other vehicles or street users;
(iv)
not consume or carry alcohol on the party bicycle unless specifically
permitted pursuant to provincial legislation; and
(v)
not use or carry on the party bicycle any glass or other breakable
container;
(k)
ensure that the party bicycle is parked, loaded and unloaded only on that
portion of the street that is not intended or used for the passage of vehicular
traffic;
(l)
ensure that the party bicycle is maintained in efficient working condition,
including the equipment mentioned in clause (m);

(m)
ensure that the party bicycle is equipped with the following:
(i)
braking mechanism sufficient to control the movement of and to
stop the party bicycle whenever necessary;
(ii)
horn or bell capable of emitting sound audible, under normal
conditions, from a distance of at least 35 metres;
(iii)
headlight;
(iv)
red rear light;
(v)
signalling device; and
(n)
hold a valid and subsisting class 5 Saskatchewan Driver's Licence issued
by Saskatchewan Government Insurance.
(3)
In subsection (4), "owner of a party bicycle" includes the owner of the business
that operates the party bicycle.
(4)
The owner of a party bicycle shall ensure that:
(a)
the operator of the party bicycle complies with this Bylaw, including
subsection (3); and
(b)
the operation of the party bicycle does not cause a nuisance to pedestrians,
other vehicles or street users.
E-Scooters
34.4
(1)
In this section:
(a)
"bus zone" means any street, lane or other area dedicated for use by a
Saskatoon Transit vehicle and includes:
(i)
the bus mall located on 23rd Street between 2nd Avenue and 3rd
Avenue in the Central Business District;
(ii)
the areas at Circle Park Shopping Centre, Market Mall Shopping
Centre and Confederation Mall Shopping Centre housing multiple
transit stops; and
(iii)
Saskatoon Transit bus stops;
(b)
"e-scooter" means an electric kick scooter as defined in The Limited Motor
Vehicle Regulations and includes shared e-scooters and personal e-scooters;
(c)
"furniture zone" means the portion of a street:

(i)
between the portion of the street provided for the passage of
pedestrians and the portion of the street provided for the passage of
parking vehicles; and
(ii)
that typically contains street furniture such as streetlights or bicycle
racks;
(d)
"motor vehicle" does not include an e-scooter;
(e)
"shared e-scooter" means a system of e-scooters placed in the public right
of way in a defined service area that are made available for customers to
rent in short-term increments;
(f)
"shared-use path" means a shared-use path defined in The Bicycle Bylaw,
2020.
(2)
Provisions of this Bylaw that apply to motor vehicles and vehicles apply to
e-scooters, except to the extent that they conflict with this section.
(3)
No person shall operate a shared e-scooter unless it is owned by a business that has
received a permit from the City pursuant to section 34.5 to provide shared e-scooter
rentals.
(4)
An e-scooter may only be operated as follows:
(a)
on a shared-use path;
(b)
where a street has a speed limit of 50 km/h or lower and does not have a
cycle track or shared-use path, on the portion of the street that is meant for
the passage of motor vehicles;
(c)
where a street has a speed limit of 50 km/h or lower and has a cycle track
or shared-use path, on the portion of the street that is a cycle track or shared-
use path;
(d)
where a street has a speed limit of greater than 50 km/h, on the portion of
the street that is a cycle track or shared-use path;
(e)
in a public parking lot;
(f)
on private property with the consent of the property owner.
(5)
For greater certainty with respect to subsection (4), an e-scooter may not be
operated as follows:
(a)
on a crosswalk for the purpose of crossing a street;
(b)
on a sidewalk, other than a sidewalk that is a shared-use path;

(c)
in a building or parking structure owned by the City;
(d)
in a Public Square as defined in The Recreation Facilities and Parks Usage
Bylaw, 1998;
(e)
on a Saskatoon Transit vehicle or in any bus zone;
(f)
in a skate park or spray park owned by the City.
(6)
No person operating an e-scooter shall:
(a)
fail to comply with subsections (4) or (5);
(b)
except in the case of parking permitted by clause (7)(c), fail to comply with
traffic signs;
(c)
fail to operate with due care and attention;
(d)
fail to yield to pedestrians;
(e)
operate with a passenger;
(f)
when operating on the portion of a street meant for the passage of motor
vehicles, fail to travel in the direction of traffic;
(g)
when operating on a cycle track or shared-use path, fail to travel in the
direction of traffic, if any;
(h)
carry any object, item or thing that:
(i)
prevents the person from being able to keep both hands on the
steering handlebar; or
(ii)
obstructs the person's view;
(i)
perform or engage in any stunt or other activity that is likely to distract,
startle, endanger or interfere with pedestrians, vehicles or other street users;
(j)
fail to signal by hand and arm prior to turning as follows:
(i)
when making a left-hand turn, by extending the left arm
horizontally;
(ii)
when making a right-hand turn, by extending the left arm bent
vertically upward;
(k)
hold onto another vehicle that is in motion;
(k.1)
operate at a speed greater than 15 km/h on the Meewasin Trail;

(l)
operate in a position other than standing on the platform of the e-scooter; or
(m)
fail to comply with any provision of The Limited Speed Motor Vehicle
Regulations.
(7)
An e-scooter may only be parked as follows:
(a)
(Repealed - Bylaw 10113 - September 24, 2025)
(b)
in an area where a motor vehicle may be parked, other than in:
(i)
an area that is subject to signage that limits parking to a specified
amount of time;
(ii)
a bus stop or taxi stand;
(iii)
a parking structure owned by the City;
(iv)
an area or zone marked for persons with disabilities; or
(v)
a loading zone;
(c)
within 10 metres of an intersection where:
(i)
the e-scooter is parked as close as possible to the curb on the portion
of the street meant for the passage of motor vehicles;
(ii)
the portion of the street on which the e-scooter is parked is
immediately adjacent to an area that is subject to signage that limits
parking to a specified amount of time; and
(iii)
in accordance with subclause (8)(c)(vi), the e-scooter is parked at
least 1 metre away from a crosswalk;
(d)
in a park as defined in The Recreation Facilities and Parks Usage Bylaw,
1998 if the e-scooter is:
(i)
not parked on, or within 1 metre of, a pathway; and
(ii)
not parked on an area meant for the planting of flowers or shrubs;
(e)
in a furniture zone;
(f)
on private property with the consent of the owner.
(7.1)
Notwithstanding any other provision of this Bylaw, in addition to the areas
identified in subsection (7), shared e-scooters may be parked in an area approved
by the City for the parking of shared e-scooters, as designated by signs, markings
or other means.

(8)
No person shall park an e-scooter:
(a)
contrary to subsections (7) and (7.1);
(b)
in such a way that it:
(i)
impedes the movement of motor vehicles or pedestrians;
(ii)
may cause damage or pose a hazard to pedestrians or property;
(iii)
is not standing self-supported and upright with both wheels in
contact with the ground; or
(iv)
is in contact with, or may cause damage to, a tree;
(c)
within 1 metre of anything requiring pedestrian or vehicular access,
including the following:
(i)
benches;
(ii)
bus shelters;
(iii)
parking pay stations;
(iv)
pedestrian push buttons;
(v)
wheelchair, bicycle or curb ramps;
(vi)
crosswalks; or
(d)
on a Saskatoon Transit vehicle or in any bus zone.
(9)
Unless the General Manager has provided written permission to do otherwise, the
owner of an e-scooter must remove or relocate any e-scooter that has been parked
in any location for more than 48 hours.
(10)
The City may do any of the following:
(a)
relocate, remove or store e-scooters for any purpose considered necessary,
including for the purpose of carrying out street maintenance or purposes
related to safety;
(b)
at the expense and risk of the owner, relocate, remove or store any e-scooter
that:
(i)
is parked in contravention of this Bylaw; or
(ii)
contravenes the terms or conditions of a permit issued pursuant to
section 34.5;

(c)
impose temporary restrictions on the areas where e-scooters may park or
operate for any purpose, such as in emergency circumstances, and require
the owner of e-scooters to remove some or all e-scooters from, and cease
operating in, specified areas for the duration of the temporary restriction.
Permits to Provide E-Scooter Rentals
34.5
(1)
No person shall provide shared e-scooter rentals without a permit issued pursuant
to this section.
(2)
The City may issue up to two permits for a period of five years with terms ending
December 31, 2029.
(3)
Permits will be awarded to the highest scoring applicants who submit applications
that meet the requirements of the City's Request for Applications No. 25-0223.
(4)
The conditions that must be met to obtain a permit are fully set out in Request for
Applications No. 25-0223, and include:
(a)
payment of required fees;
(b)
obtainment of a general business licence from the City; and
(c)
submission of required documentation such as proof of adequate insurance
and a plan respecting the establishment of designated shared e-scooter
parking areas.
(5)
The City may attach to a permit any of the terms and conditions outlined in Request
for Applications No. 25-0223, as may be modified or expanded upon to reflect or
incorporate the contents of applications received.
(6)
The City may suspend, revoke or amend a permit issued pursuant to this section:
(a)
as permitted by and in accordance with the permit; or
(b)
where a permit holder:
(i)
fails to comply with any provision of this Bylaw;
(ii)
fails to comply with a term or condition of their permit; or
(iii)
gave false or misleading information in an application for a permit.
(7)
A permit issued pursuant to this section remains at all times the sole property of the
City and does not confer any property rights.
(8)
There is no right of appeal in respect to the City's decision to deny, revoke, suspend
or amend a permit issued pursuant to this section.

(8.1)
In the event the permit holder ceases operations and returns their permit to the City
or has their permit revoked prior to its expiration, the City may offer the permit to
other applicants through a Request for Application process.
(8.2)
Permits issued because of the return or revocation of a permit prior to its expiration
will only be issued for any full operating seasons remaining in the term of the
permit.
(8.3)
The provisions of section 34.5 apply, with necessary modification, to a Request for
Application process engaged during the term of the permit.
(9)
Fees to obtain a permit, as well as other fees associated with maintaining a permit,
are set out in Schedule No. 19.
(10)
No person shall:
(a)
fail to comply with any term or condition of a permit issued pursuant to this
section;
(b)
sell, assign, transfer, lease or otherwise dispose of or give up control of a
permit issued pursuant to this section; or
(c)
fail to surrender a permit to the City immediately upon the request of the
City.
Part VI - Pedestrians Rights & Duties
Inconveniencing Pedestrians
35.
(1)
A person shall not race on a street or sidewalk, or crowd or jostle other pedestrians,
so as to create discomfort or confusion for other pedestrians.
Walking on New Pavement
35.1
A person shall not walk on, mark, imprint or in any other manner deface a newly
constructed sidewalk, area of pavement or piece of concrete.
Hitchhiking
36.
A person hitchhiking shall only do so from the sidewalk.
Jaywalking
37.
(1)
A pedestrian shall not cross a street within one block from a traffic signal except at
a crosswalk.
(2)
Subsection 37(1) shall not apply to 21st Street, between 1st Avenue and Spadina
Crescent or to the designated transit bus terminal on 23rd Street, between 2nd
Avenue and 3rd Avenue.

Climbing on Civic Property
37.1
A person shall not climb on a bus stop, light standard, parking pay station, power pole,
traffic sign, street light, tree, railing or fence located on a street, sidewalk, or boulevard
unless the written permission of the General Manager has been received, or the person is
completing authorized repair work.
Pedestrians using Freeway and Expressway Systems
38.
A pedestrian shall not use a street listed in Schedule No. 6 except that portion of the street
that is clearly set aside for use as a sidewalk.
Part VI.A - Skateboards, Longboards, Rollerblades and other Means
of Conveyance
Interpretation of Part
38.1
In this Part:
(a)
"skateboard" includes longboard and "skateboarding" includes longboarding; and
(b)
"vehicle" includes a skateboard, rollerblades, and other similar means of
conveyance, but does not include a wheelchair.
Skateboarding
38.2
(1)
Except as provided in Subsection (2), no person shall skateboard on a street,
sidewalk or other public place within the Restricted Areas outlined in
Schedule No. 5.
(2)
Skateboarding is permitted in the Restricted Areas outlined in Schedule No. 5
within a cycle track on a street and on a designated off road multi-use trail. For
greater certainty, "cycle track" does not include lanes designated by "Sharrows" as
accommodating both bicycle and motor vehicular traffic.
Stunting
38.3
(1)
Except as provided in Subsection (2), no person operating or using a vehicle shall
perform or engage in any stunt or activity on a sidewalk or other public place that
is likely to distract, startle or otherwise interfere with other users of the sidewalk or
other public place.
(2)
Stunting is permitted within designated skate parks.

Damaging City Property
38.4
No person skateboarding, longboarding or roller-blading shall do so in a manner which
causes damage to a street, sidewalk or other public place designed and intended for or used
by pedestrians or any City property affixed or placed on a street, sidewalk or other public
place designed and intended for or used by pedestrians.
Part VII - Permitted Vehicles, Vehicle Weights and Dimensions on Streets
Damage to Streets
39.
A person shall not use a vehicle on a street if the vehicle would cause damage to the street
surface.
Construction and Farm Equipment
39.1
A person shall not operate or transport construction or farm equipment outside of a
construction site unless:
a)
transported on a trailer; or
b)
a permit has been obtained in accordance with Subsection 48(2).
Maximum Gross Vehicle Weights
40.
(1)
Subject to Sections 45, 50 and 51, the maximum gross vehicle weight that may,
without a permit from the General Manager as provided for in Subsection 48(1), be
transmitted by a vehicle to a street when operated or moved on a street between
March 15 and November 15 of any year, shall not exceed the allowable gross
vehicle weights identified in Schedule No. 7 - Gross Weight Chart.
(2)
Subject to Sections 45, 50 and 51, the maximum gross vehicle weight that may,
without a permit from the General Manager as provided for in Subsection 48(1), be
transmitted by a vehicle to a street when operated or moved on a street between
November 16 of any year and March 14 of the following year, shall not exceed the
allowable gross vehicle weights identified in Schedule No. 7 - Gross Weight Chart.
Maximum Axle Weights
40.1
(1)
Subject to not exceeding the permitted maximum gross vehicle weight, the
maximum axle weight that may be transmitted by a vehicle to a street when
operated or moved on a street between March 15 and November 15 of any year,
shall not exceed the allowable axle weights identified in Schedule No. 7 - Gross
Weight Chart.

(2)
Subject to not exceeding the permitted maximum gross vehicle weight, the
maximum axle weight that may be transmitted by a vehicle to a street when
operated or moved on a street between November 16 of any year and March 14
of the following year, shall not exceed the allowable axle weights identified in
Schedule No. 7 - Gross Weight Chart.
Maximum Tire Weight
40.2
The maximum weight that may be transmitted to a street by any individual tire on a vehicle
when operated or moved on a street is 10 kilograms per millimetre of tire width, as
determined by the manufacturer's width as shown on the tire, to a maximum of 3,000
kilograms, except a tire on a steering axle as identified in Schedule No. 7.
Measurement of Weight
41.
(1)
Where a vehicle is weighed using a portable weigh scale approved by the Minister
of Highways and Infrastructure, the peace officer or person appointed by the
minister shall immediately advise the person in charge of the vehicle that in lieu of
having the weight determined using the portable weigh scale, the person in charge
of the vehicle has the right to immediately take the vehicle to the nearest weigh
scales certified by an inspector within the meaning of the Weights and Measures
Act (Canada) that are capable of weighing the vehicle.
(2)
Where the person in charge of the vehicle decides to have the vehicle weighed at
the nearest weigh scales, a peace officer or a person appointed by the minister has
the power to take any steps that they consider considers necessary to ensure that no
alteration in the weight of the vehicle or the distribution of the weight of the load
occurs during transit to the weigh scales.
(3)
No person in charge of a vehicle shall take any action to alter the weight of the
vehicle or the distribution of the weight of the load during transit to the weigh
scales.
Gross Vehicle Weight
(4)
Where the violation is based on a weight determined by a portable weigh scale, the
excess weight is the amount by which the gross weight determined by the portable
weigh scale exceeds the sum of:
a)
the allowable maximum gross vehicle weight identified in Schedule No. 7;
and
b)
the lesser of 5% of the allowable maximum gross vehicle weight and 1,000
kilograms.
(5)
Where the violation is based on a weight determined by means other than the one
described in Subsection (4), the excess weight is the amount by which the gross
weight determined pursuant to this Subsection exceeds the sum of:

a)
the allowable maximum gross vehicle weights identified in Schedule No. 7;
and
b)
the lesser of 2% of the allowable maximum gross vehicle weight and 500
kilograms.
Axle Weight
(6)
Where the violation is based on a weight determined by a portable weigh scale, the
excess weight is the amount by which the axle weight determined by the portable
weigh scale exceeds the sum of:
a)
the allowable maximum axle weight identified in Schedule No. 7; and
b)
the lesser of 5% of the allowable maximum axle weight and 1,000
kilograms.
(7)
Where the violation is based on a weight determined by means other than the one
described in Subsection (6), the excess weight is the amount by which the axle
weight determined pursuant to this Subsection exceeds the sum of:
a)
the allowable maximum axle weight identified in either Schedule No. 7; and
b)
the lesser of 2% of the allowable maximum axle weight and 500
kilograms.
Tire Weight
(8)
Where the violation is based on a weight determined by a portable weigh scale, the
excess weight is the amount by which the tire weight determined by the portable
weigh scale exceeds the sum of:
a)
the allowable maximum tire weight as calculated in accordance with
Section 40.2; and
b)
the lesser of 5% of the allowable maximum tire weight and 1,000 kilograms.
(9)
Where the violation is based on a weight determined by means other than the one
described in Subsection (8), the excess weight is the amount by which the tire
weight determined pursuant to this Subsection exceeds the sum of:
a)
the allowable maximum tire weight as calculated in accordance with
Section 40.2; and
b)
the lesser of 2% of the allowable maximum tire weight and 500 kilograms.

Exemptions to Vehicle Weights
43.
The maximum gross vehicle weights provided in Subsections 40(1) and (2), the maximum
axle weights provided in Subsections 40.1(1) and (2) and the maximum tire weights
provided in Section 40.2 shall not apply to:
a)
motor vehicles designed specifically to convey garbage;
b)
buses used for public transportation; or
c)
emergency vehicles.
Vehicle Routes
44.
(1)
A person shall not operate a Level 1, Level 2 or Level 3 vehicle having a maximum
gross vehicle weight of more than 8,000 kilograms through or within the City
except as provided in this Section.
Level 1 Vehicles
(2)
A person shall not operate a Level 1 vehicle except on long haul and pickup and
delivery vehicle routes or within an unrestricted area as shown on and in accordance
with Schedule No. 8 and No. 8a.
(3)
A person may operate a Level 1 vehicle anywhere within the Central Business
District at any time.
Level 2 Vehicles
(4)
A person shall not operate a Level 2 vehicle except on long haul and pickup and
delivery vehicle routes or within an unrestricted area as shown on and in accordance
with Schedule No. 8 and No. 8a.
(5)
A person shall not operate a Level 2 vehicle anywhere within the Central Business
District between 0700 hours and 1800 hours, Monday through Sunday, unless a
permit has been obtained in accordance with Subsection 48(1).
Level 3 Vehicles
(6)
A person shall not operate a Level 3 vehicle except on a long haul vehicle route or
within an unrestricted area as shown on and in accordance with Schedule No. 8a,
unless a permit has been obtained in accordance with Subsection 48(1).
(7)
A person shall not operate a Level 3 vehicle anywhere within the Central Business
District at any time unless a permit has been obtained in accordance with
Subsection 48(1).

Local Deliveries/Going to Garage
(8)
Notwithstanding Subsections 44(2) and 44(4), a Level 1 or a Level 2 vehicle with
a maximum gross vehicle weight greater than 8,000 kilograms making a local
delivery, pick up, performing a service or going to or from a garage for storage or
repair, may deviate from the routes designated in Schedule No. 8 and No. 8a,
provided that the operator of such vehicle uses:
a)
the most direct route on the arterial road network from the long haul or
pickup and delivery vehicle route to its destination; and
b)
the most direct route on any other city streets in the neighbourhood from
the arterial road network to its destination; or
c)
a route approved by the General Manager.
(8.1)
Notwithstanding Subsection (5), a Level 2 vehicle may operate within the Central
Business District during the prohibited times without a permit if making a delivery,
pick up or performing a service within the Central Business District.
Exemptions for Local Deliveries/Going to Garage
(9)
Notwithstanding Subsection (8), road maintenance equipment and motor vehicles
designed specifically to convey garbage may use whatever route is most convenient
upon arrival to the neighbourhood in which they are scheduled to work that day.
For greater certainty, road maintenance equipment and motor vehicles designed
specifically to convey garbage shall use the routes designated in Schedule No. 8
from their point of origin to the neighbourhood in which they are scheduled to work
that day.
Exemptions for Emergency Vehicles/Buses
(10)
Notwithstanding Subsection (8), emergency vehicles and buses used for public
transportation may use whatever route is most convenient and expedient.
Weight Restriction
45.
Notwithstanding Section 40 and Subsection 48(1), a person shall not drive or tow a vehicle
having a gross vehicle weight of more than 5,000 kilograms on the following streets:
a)
Saskatchewan Crescent between the Broadway Bridge and the University Bridge;
and
b)
St. Henry Avenue between Hilliard Street and Taylor Street.

45.1
Notwithstanding Section 40 and Subsection 48(1), no person shall drive or tow a vehicle
having a gross vehicle weight of more than 8,000 kilograms (kg) on the following streets:
a)
Zimmerman Road; and
b)
Range Road 3045 north of Fleury Road to City limits.
Maximum Dimensions
46.
Subject to Subsection 48(1) and subject to the height of the clearance of any sign, subway
or bridge from the street, a person shall not operate or move on any street any building,
object or contrivance or any vehicle or combination of vehicles in excess of the dimensions
prescribed in Subsection 47(1).
Maximum Vehicle Dimension
47.
(1)
Subject to Subsections 2 and 3:
a)
a combination of vehicles other than an A-Train, B-Train or C-Train must
not exceed 23 metres in length;
b)
an A-Train, B-Train or C-Train must not exceed 25 metres in length;
c)
a semitrailer or full trailer, excluding auxiliary equipment mounted at the
front of the trailer, must not exceed 16.2 metres in length;
d)
a semitrailer wheelbase must not exceed 12.5 metres;
e)
a semitrailer's effective rear overhang must not exceed 35% of its
wheelbase;
f)
any other vehicle must not exceed 12.5 metres in length;
g)
a vehicle must not exceed 2.6 metres in width;
h)
a vehicle must not exceed 4.15 metres in height;
i)
a building, object or contrivance must not exceed 12.5 metres in length, 2.6
metres in width and 4.15 metres in height;
j)
a house trailer being moved between sunrise and sunset must not exceed
3.05 metres in width.
Rear Vision Mirror Dimensions
(2)
A rear vision mirror on the side of the vehicle or combination of vehicles may
extend an additional 30 centimetres past the width dimensions prescribed in
Subsection 47(1).

Tie-Down Device Dimensions
(3)
A tie-down device on the side of a vehicle or combination of vehicles may extend
an additional 10 centimetres past the width dimensions prescribed in Subsection
47(1).
Permits
48.
(1)
The General Manager shall have the sole discretion to issue a permit to allow the
registered owner or operator of a vehicle that:
a)
exceeds the maximum vehicle weights prescribed in this Bylaw;
b)
exceeds the maximum vehicle dimensions prescribed in this Bylaw;
c)
intends on deviating from established vehicle routes prescribed by Schedule
No. 8;
d)
(Repealed - Bylaw No. 9821 - April 25, 2022)
e)
is an unregulated vehicle; or
f)
is an all terrain vehicle.
to operate within the City of Saskatoon on such streets as are designated by the
General Manager.
(2)
The General Manager shall have the sole discretion to issue a permit to the
registered owner or operator of construction or farm equipment to operate within
the City of Saskatoon on such streets as are designated by the General Manager.
(3)
The General Manager may impose such conditions on the registered owner or
operator of a vehicle, construction equipment or farm equipment in the permit as
the General Manager considers appropriate.
(4)
No person shall exceed the maximum vehicle weights or the maximum vehicle
dimensions or deviate from the established vehicle routes prescribed in this Bylaw
unless the appropriate permit has been obtained from the General Manager.
(5)
No person shall, having obtained a permit, operate in violation of any of the
conditions specified in the permit by the General Manager.
(6)
When a permit is issued pursuant to Subsection (1), the operator or permit holder
shall provide the permit number and routing instructions upon request by a police
officer and the General Manager.
(7)
The General Manager may impose such fees for the issuance of daily and blanket
vehicle permits as the General Manager considers appropriate.

(8)
The General Manager may impose such fees for the issuance of overweight vehicle
permits as the General Manager considers appropriate.
(9)
The General Manager may, in the General Manager's sole discretion, revoke a
blanket permit where a person operates a vehicle contrary to section 30.1 of this
Bylaw.
Parking Prohibited in a Residential Area
48.1
(1)
Notwithstanding Subsection 21(2), a person shall not park a power unit on a street
in any residential district.
(2)
A person shall not park a Level 2 or a Level 3 vehicle on a street in any residential
district.
(3)
Notwithstanding Subsection (2), a Level 2 vehicle may park on a street in any
residential district if engaged in the performance of a service, including
landscaping, paving, roofing or some similar contracted service to residents in the
area.
Authority of the Police
49.
The operator of any vehicle shall, upon the request of a police officer, take the vehicle to
any scale designated by the police officer and have the vehicle weighed.
Use of All Terrain Vehicles on Non-Provincial Streets
49.1
Notwithstanding subsection 48(1), the Saskatoon Fire Department and the Saskatoon
Police Service may operate all terrain vehicles on non-provincial streets in an emergency.
Part VIII - Use of Bridges
Traffic Bridge (3rd Avenue - Victoria Avenue)
50.
A person shall not drive or tow across the Traffic Bridge, being the bridge connecting 3rd
Avenue South and Victoria Avenue, a vehicle or farm equipment that:
(a)
has a gross vehicle weight exceeding 37,500 kilograms;
(b)
is wider than 3.7 metres; or
(c)
is of a height greater than 5.3 metres.
Broadway and University Bridges
51.
A person shall not drive or tow any vehicle or farm equipment across the Broadway Bridge
or University Bridge a vehicle if the gross vehicle weight exceeds 37,500 kilograms.

Part IX - Street and Sidewalk Obstruction
Obstructing Sidewalk or Street
52.
(1)
A person shall not obstruct the free passage of traffic on any sidewalk or street
without first securing a permit from the General Manager.
(2)
A person who obtains a permit from the General Manager pursuant to this section
shall comply with all of the provisions and conditions of the permit.
(3)
A person who obtains a permit from the General Manager pursuant to this section
shall provide the permit upon request by a police officer and the General Manager.
(4)
The General Manager may impose fees for the issuance of a permit under this
section as set out in Schedule No. 17.
(5)
Nothing in this section shall be construed as prohibiting the gathering of individuals
on any street for a lawful purpose so long as the proceedings thereat are peaceable
and orderly, and sufficient space is left both on the sidewalks and street to
accommodate the ordinary traffic on the sidewalks and street.
Permits for Parades
53.
(1)
a)
A parade shall not be held without first obtaining written permission from
the Chief of Police, who shall, in conjunction with the General Manager,
designate and approve the hour and route of the parade. A person shall not
participate in a parade for which no permit has been granted.
b)
Application for a permit for a parade shall be made in writing to the Chief
of Police giving the nature of the parade, the intended route, the number of
persons and vehicles expected to take part, and the estimated time required
for the parade to pass a given point.
c)
All applications for permits shall be made to the Chief of Police far enough
ahead of, and at least seven days prior to, the day of the parade to allow the
Chief of Police ample time to arrange for policing the route, unless the Chief
of Police agrees to accept shorter notice.
d)
Unless otherwise permitted in writing by the Chief of Police a parade on a
day other than a Saturday, Sunday or holiday shall only be held during the
hours of:
0900 - 1600 hours
1800 - 2300 hours

Diversion of Traffic for Parades
(2)
a)
The Chief of Police, in conjunction with the General Manager, is hereby
empowered to barricade whatever streets they deem necessary during the
passage of any parade and to divert traffic to other streets. During any
parade all pedestrians not taking part therein shall be restricted to the use of
the sidewalk.
b)
Except with permission in writing by the Chief of Police all parades must
proceed on the right side of the street and not interfere with traffic
proceeding from the opposite direction.
Horses and Horse-Drawn Vehicles Prohibited From Using Freeway and Expressway
Systems
54.
A person shall not ride a horse or drive a horse-drawn vehicle on any of the streets listed
in Schedule No. 6.
Part X - Additional Parking Matters
Installation of Pay Stations, Ticket Dispensers and Parking Stalls
55.
(1)
The General Manager of Community Services:
(a)
shall install pay stations or ticket dispensers on specified streets and in
public parking lots as Council may direct from time to time; and
(b)
may lay out parking stalls, each with sufficient area for one vehicle, in any
public parking lot and in the space along curbs within pay station zones and
ticket controlled zones.
(2)
A minimum of one pay station shall be installed in each pay station zone.
(3)
A minimum of one ticket dispenser shall be installed in each ticket controlled zone.
Taxi Stands
55.1
(1)
No person shall use a taxi stand other than an on-duty driver of a taxi that is licenced
by the City.
(2)
An on-duty driver of a taxi that is licenced by the City shall, when using a taxi
stand, remain inside the taxi at all times, except for the purpose of and while
actually engaged in assisting a customer with loading or unloading.

Payment for Parking
55.2 (1)
A driver who parks in a parking area within a pay station zone or ticket controlled
zone shall immediately pay for the time the driver wishes to park in accordance
with the instructions on the pay station or ticket dispenser or within the parking
application.
(2)
The fees for parking in a pay station zone or ticket controlled zone are set out in
Schedule No. 9.
(3)
The following methods of payment for parking are accepted:
(a)
coins of Canada or the United States of America;
(b)
a pre-paid parking card from the City that is accepted for electronic
payment;
(c)
a credit card that is accepted for electronic payment;
(d)
payment through the parking application.
(4)
Subsection (1) does not apply:
(a)
between the hours of 6:00 p.m. and 9:00 a.m.
(b)
on Sundays;
(c)
on a holiday;
(d)
to a vehicle displaying a valid parking permit that permits the vehicle to
park for free in the parking area; or
(e)
to a vehicle displaying a valid veteran licence plate in accordance with

Additional Information Required
55.3 (1)
A driver who is required to pay for parking in a pay station zone pursuant to section
55.2 must additionally enter the licence plate number of the vehicle, or the stall
number in which the vehicle is parked, in accordance with the instructions on the
pay station or in the parking application.
(2)
Incorrect entry of the information mentioned in subsection (1) shall result in it being
deemed that payment was not made.

City Accessible Parking Permits
56.
(1)
A person may obtain a City accessible parking permit from the City upon:
(a)
payment of the applicable fee, as set out in Schedule No. 9; and
(b)
providing proof of issuance of a provincial accessible parking permit.
(2)
City accessible parking permits come into effect on November 1 and expire on
October 31 of the following year.
(3)
A driver may park for free in a pay station zone on a street, including in a loading
zone or disabled parking zone or area in a pay station zone, for up to 4 hours during
the hours that the zone is in effect, regardless of the time limit posted by signs, if:
(a)
a valid City accessible parking permit is affixed to a provincial accessible
parking permit and hung from the rear-view mirror in such a manner that
both permits are clearly visible from the outside of the vehicle; and
(b)
the vehicle is being used to transport the person to whom the City accessible
parking permit was issued.
(4)
The General Manager of Community Services may, in writing, permit holders of
City accessible parking permits to park in additional areas for longer than signs
otherwise permit, or in areas that would otherwise require display of other types of
permits, subject to compliance with the conditions mentioned in clauses 3(a) and
(b).
(5)
A driver must move their vehicle after the 4 hour time limit mentioned in subsection
(3) has expired, and for further certainty, there is no option to pay for parking to
extend the maximum time beyond 4 hours.
Exhibition Week and Fringe Festival Parking Permits
56.1
(1)
Subject to subsection (3), two Exhibition Week or Fringe Festival parking permits
shall be issued annually to each dwelling unit or other type of unit located in the
Exhibition Week or Fringe Festival parking areas, as identified in Schedule No. 13
and Schedule No. 14, respectively.
(2)
Parking permits issued pursuant to subsection (1) are valid only in the areas shown
in Schedule No. 13 or Schedule No. 14 during Exhibition Week or the Fringe
Festival, respectively and only during the hours specified by the signs posted in the
area.

(3)
The City may, at its sole discretion, issue additional parking permits upon receiving
a written request from the owner or occupant of a unit after considering the
following factors:
(a)
whether the owner or occupant of the unit making the request has
demonstrated a reasonable need for additional parking permits;
(b)
whether the parking demand in the area accommodates the issuance of
additional parking permits;
(c)
any other factor that, in the opinion of the City, supports the issuance of
additional parking permits.
Veteran Parking Program
56.2
(1)
A person displaying a valid veteran licence plate issued by Saskatchewan
Government Insurance shall not be required to pay for parking in a parking area on
a street.
(2)
A vehicle mentioned in subsection (1) may not park longer than the time permitted
by signs.
Temporary Reserved Parking
56.3
(1)
A person may apply to the City to temporarily reserve parking on a street or in a
public parking lot.
(2)
A person whose application for temporary reserved parking is approved must
comply with any terms or conditions of the approval.
(3)
Failure to comply with subsection (2) may result in an approval being cancelled.
(4)
Reserved parking areas shall be indicated by the placement of temporary traffic
signs that prohibit parking.
(5)
No person, other than a person with authorization to use the reserved parking area,
shall park in a reserved parking area.
(6)
Authorized users of reserved parking areas are exempt from the requirements of
subsections 10(5), (6.2), (6.2.1), (6.3) and (6.4), and sections 11, 55.2 and 55.3.
Pre-Paid Parking Cards
56.4
(1)
A person may purchase a pre-paid parking card from the City.
(2)
The holder of a valid pre-paid parking card is exempt from the requirements of
subsections 10(5), (6), (6.2), (6.2.1), (6.3) and (6.4), and sections 11, 55.2 and 55.3.

Replacement of Parking Permits
57.
(1)
A person may apply to the City for the replacement of a lost or damaged parking
permit that was issued pursuant to this Bylaw.
Misuse of Parking Permit
58.
(1)
In this section, "parking permit" means any parking permit issued by the City.
(2)
No person shall:
(a)
sell, rent, lease or gift a parking permit;
(b)
create, use, display, sell, rent, lease or gift a counterfeit parking permit;
(c)
fail to report a lost or stolen parking permit; or
(d)
fail to comply with the terms or conditions of a parking permit.
(3)
In addition to fines or prosecution, contravention of subsection (2) may result in the
following:
(a)
cancellation of an existing parking permit;
(b)
restrictions on the issuance of future parking permits.
Part X.A - Use of Streets, Sidewalks and Boulevards
Construction and Maintenance Operations - Permits
58.1
(1)
Where a person wishes to excavate or break up the surface of a street, sidewalk or
boulevard, that person shall obtain a permit in writing from the General Manager.
(2)
Where a person wishes to park, leave, stand, store, or station any vehicle, material
or object used in connection with a building construction or maintenance operation
on a portion of a street, sidewalk or boulevard, that person shall obtain a permit in
writing from the General Manager.
(3)
A person who obtains a permit from the General Manager pursuant to this section
shall comply with all of the provisions and conditions of the permit.
(4)
A person who obtains a permit from the General Manager pursuant to this section
shall provide the permit upon request by a police officer and the General
Manager.
(5)
The General Manager may impose fees for the issuance of a permit under this
section as set out in Schedule No. 17.

Material on Streets
58.2
(1)
No person shall place, dispose, direct or allow to be placed, directed or disposed,
any material belonging to that person or over which that person exercises control
on a portion of a street, boulevard or sidewalk unless written permission has been
obtained from the General Manager.
(2)
No person shall store, place or dispose of any material in such a way that it may
enter onto the street by any means including natural forces.
(3)
The owner of private property that is being developed adjacent to a street, the
general contractor acting on behalf of the owner and any other person acting on
behalf of the owner or general contractor shall not allow mud, dirt or other
construction debris to be tracked by motor vehicles or equipment from the property
onto the street.
Hazards
58.3
Notwithstanding any other provision of this Bylaw, if the General Manager is of the
opinion that a condition exists on a street, sidewalk, or boulevard creating a danger to life
or property, the General Manager may use any measures that the General Manager
considers appropriate to remove or lessen the condition.
Damage to Trees, Streets, Sidewalks and Boulevards
58.4
The owner of private property that is being developed adjacent to a street, the general
contractor acting on behalf of the owner and any other person acting on behalf of the owner
or general contractor shall:
(a)
not damage any shrubbery or tree owned by the City;
(b)
be responsible for the costs of any damage to shrubbery or trees owned by the City; and
(c)
be responsible for and ensure any repairs or replacement of the sidewalk, boulevard, and
street to the satisfaction of the General Manager.
Fences and Other Items on City Property
58.5
No person shall, without the approval of the City, cause or permit any structure, fence,
material, thing or shrub or other vegetation to be located, either partially or fully, on City
property adjacent to property that the person owns or occupies.
Vegetation Must Not Interfere with Pedestrian or Vehicular Traffic
58.6
An owner or occupant of land shall ensure that any shrub, tree or other vegetation growing
on the land does not grow over or onto City property in a manner that interferes with the
free passage of pedestrians on sidewalks or vehicles on streets.

Orders to Remedy
58.7
(1)
If a Bylaw inspector finds that a person is contravening section 58.5 or 58.6, the
Bylaw inspector may, by written order, require the owner or occupant of the land,
building or structure to which the contravention relates to remedy the
contravention.
(2)
Orders made pursuant to subsection (1) shall comply with sections 328 and 347 of
The Cities Act.
(3)
A person may appeal an order made pursuant to subsection (1) in accordance with
section 329 of The Cities Act.
(4)
An appeal pursuant to subsection (1) shall be made to the Saskatoon Appeal Board.
(5)
The rules and procedure for an appeal pursuant to subsection (1) shall be governed
by the provisions of The Saskatoon Appeal Board Bylaw, 2024.
Part XI - Enforcement
Penalty
59.
(1)
A person who contravenes any provision of this Bylaw is guilty of an offence.
(2)
The penalty for breach of any provisions of this Bylaw shall be those set out in
Schedule No. 10 of this Bylaw.
Vicarious Liability
59.1
Notwithstanding any other provision of the Bylaw, the owner of any vehicle shall be liable
for a violation of any provision of this Bylaw, as well as the person who committed the
offence, unless the owner proves to the satisfaction of the judge or justice of the peace
trying the case that, at the time of the offence, the vehicle was not being operated and had
not been parked or left by the owner and was not being operated and had not been parked
or left by any authorized person in charge of the vehicle.
Restitution
59.2
(1)
In addition to any fine or sentence of imprisonment imposed for an offence under
this Bylaw, the convicting judge or justice of the peace shall, at the request of the
Crown, order the imposition of a penalty relating to a fee, cost, rate, toll or charge
that is associated with the conduct giving rise to the offence.
(2)
The convicting judge or justice of the peace shall impose the penalty in a reasonable
amount that reflects the costs incurred by the City as a result of the conduct giving
rise to the offence.

Loading Zones
Loading zones may be used by a vehicle only while engaged in the loading or unloading of
passengers or goods, subject to the following restrictions:
1.
General Loading Zone
The operator of a vehicle may use a General Loading Zone only while loading or unloading
passengers or goods. The maximum time limit of use, hours and days of operation shall be
as specified on the signs. Where hours or days are not specified, the time limit of use shall
apply at all times.
2.
Hotel Loading Zone
The operator of a vehicle may use a Hotel Loading Zone only while loading or unloading
passengers or baggage at an adjacent hotel. The maximum time limit of use shall be 15
minutes and shall apply at all times.
3.
Church Loading Zone
The operator of a vehicle may use a Church Loading Zone only while loading or unloading
passengers for church services or for special church functions. The maximum time limit of
use shall be 30 minutes and shall apply at all times.
4.
Use of Loading Zone by Person with Provincial Accessible Parking Permit
The driver of a vehicle displaying a provincial accessible parking permit may use a loading
zone while loading or unloading a passenger with a disability, or the goods of a person with
a disability, at an adjacent property. The maximum time limit of use shall be as specified
by signage.
5.
Other Loading Zones
The operator of a vehicle shall use other Loading Zones in accordance with the time limits
of use, hours of operation and any other restrictions as specified on the signs.

A convenience fee in an amount authorized by Council may be applied to each
payment for parking made through the parking application.
(3)
Ticket dispensers and parking pay stations shall be calibrated to the fee mentioned
in subsection (1) and the rate shall be displayed on the ticket dispenser or parking
pay station.

3.
Procedure for Notice of Violation Offences
(1)
Where a person commits or is alleged to have committed an offence for which a
fixed penalty is listed in Section 1 of this Schedule, a police officer, a Parking
Enforcement Officer, a Senior Fire Officer, the Parking Enforcement Coordinator,
the Parking Services Manager, a Bylaw Inspector, a Service Supervisor of the
Transit Services Branch, Bylaw Enforcement Officer appointed by the General
Manager, or a Snow Route Enforcement Officer appointed by the General Manager,
shall give to such person or attach to that person's vehicle in such a manner that is
visible to the operator of the vehicle, a Notice of Violation. The Notice of Violation
may be a pre-printed form or a form generated electronically. In either case, the
Notice of Violation shall be substantially in the form shown in Schedule No. 11, or
in such other form as may from time to time be approved by the City.
(2)
If payment of the penalty is made within 14 calendar days or where the penalty
is mailed and postmarked by Canada Post within 14 calendar days of the date of
the Notice of Violation, then:
a)
the operator or owner of the vehicle shall not be liable to prosecution for
the violation indicated on the Notice of Violation;
b)
the amount of the penalty shall be the Discounted Penalty, if any, shown in
Column B of Section 1 of this Schedule; or
c)
if no discounted penalty is shown for the offence, the amount of the penalty
shall be the amount shown in Column A of Section 1 of this Schedule.
(3)
Payment of the penalty may be made:
(a)
to a cashier at City Hall during regular office hours;
(b)
in the case of parking tickets, online through the City's website; or
(c)
where no receipt is required:
(i)
at a depository located at the main entrance to City Hall or
(ii)
by mailing the exact amount of the penalty to the City of Saskatoon,
Box 6070, Saskatoon SK S7K 8E2, Attention: Corporate Revenue.
(4)
If payment is not made as provided in Subsection 3(2) of this Schedule but the
amount of the penalty specified in Column A of Section 1 of this Schedule is paid
prior to the date when the owner of the vehicle is required to appear in Court to
answer the charge for the alleged violation, then the owner shall not be liable to
prosecution of that violation.

4.
Summons Ticket Offences - Voluntary Payment
A person to whom a Summons Ticket has been issued may pay the penalty for the offence
indicated in the ticket with the directions on the Summons Ticket.
4.1
Offence Notice Ticket Offences - Voluntary Payment
A person to whom an Offence Notice Ticket has been issued may pay the penalty for the
offence indicated in the ticket in accordance with the directions on the Office Notice Ticket.
5.
Penalties Not Otherwise Provided For
A person guilty of a breach of any provision of this Bylaw for which no specific penalty
has been provided in this Bylaw or in provincial legislation shall be liable on summary
conviction to a fine of not less than $50.00 and:
(a)
in the case of an individual, to a fine of not more than $10,000.00;
(b)
in the case of a corporation, to a fine of not more than $25,000.00; and
(c)
in the case of a continuing offence by an individual or a corporation, to a maximum
daily fine of not more than $2,500.00 for each day or part of a day during which
the offence continues.

Street Maintenance
1.
Signs used to designate a street maintenance area must display the following:
(a)
a "no parking" symbol
;
(b)
an indication of the street maintenance which is to be or is in the process of being
carried out, including, but not limited to street sweeping, street maintenance, street
repair, road maintenance, snow clearing, snow removal, and snow maintenance;
(c)
the day or days of the week on which the street maintenance is scheduled to occur;
and
(d)
the hours during which the street maintenance is scheduled to take place or the
time at which the street maintenance is scheduled to begin.
2.
Colours
Signs used to designate a street maintenance area may be yellow, white or orange.
3.
Size
(a)
Sandwich boards shall be approximately 60 cm wide and 90 cm high.
(b)
Minimum dimensions of signs other than sandwich boards shall be 20 cm wide
and 25 cm long.

Permit Fees for Use of Streets, Sidewalks or Boulevards
In this Schedule:
(a)
"high-traffic area" includes:
(i)
all areas specifically listed below as high-traffic areas; and
(ii)
any area that has equivalent traffic volumes or speeds to those areas
specifically listed, which equivalence shall be determined solely by the
General Manager; and
(b)
"lane" means any of the individual parallel strips into which the street is divided to
form separate single lanes of traffic, and for greater certainty, sidewalks and cycle
track shall each constitute a separate lane.

Fees for Shared E-Scooter Permits
1.
In this Schedule, "operating season" means the period of time in a year that shared e-
scooters are permitted to operate within the City, as identified in the permit.
2.
The following fees must be paid annually in respect to shared e-scooter permits:
(a)
Shared E-Scooter Program Fee:
$22,000.00;
(b)
Fee for designated shared e-scooter parking areas in furniture zones or other off-
street areas:
$100 per area;
(c)
Fees for designated shared e-scooter parking areas on streets:
(i)
$14.40 per day for the first 30 paid parking days;
(ii)
$12.96 per day after the first 30 paid parking days; and
(iii)
an administrative fee of $52.50 per application to designate an area or
areas as a shared e-scooter parking area;
(d)
Deposit:
$10,000.00.

within the City between April 15 and October 31 and may be prorated in the event the
operating season is shorter.
4.
In the event there is more than one permittee:
(a)
the fee identified in clause 2(a) is to be shared between permittees, with each
permittee's share calculated in relation to their respective number of shared e-
scooters (for example, if permittee X has 100 shared e-scooters and permittee
Y has 200 shared e-scooters, permittee X would be responsible for paying 1/3
of the fees and permittee Y would be responsible for paying 2/3 of the fees);
and
(b)
the fees identified in clauses 2(b) and (c) are to be shared equally between
permittees, with each permittee responsible for paying 50 percent of the fees.
5.
(1)
The fees identified in clauses 2(a) and (d) are due:
(a)
in the year 2025, prior to permit issuance; and
(b)
in each subsequent year, prior to April 1 of the operating season.

(2)
The fees identified in clauses 2(b) and (c) must be paid prior to any designated
shared e-scooter parking area being established.
(3)
In the event the permittee ceases operations and returns their permit to the City or
has their permit revoked prior to its expiration, the City shall not refund the fees
identified in clauses 2(a), (b) or (c).
6.
The City may deduct money from the deposit for any reason permitted by the permit.
7.
In the event the deposit amount falls below $5,000.00, the City may require a permittee to
top up the deposit amount, up to a maximum amount of $10,000.00.
8.
Unused deposit amounts will be returned to permit holders, subject to any potential
remaining draws on the deposit:
(a)
within 30 days after the end of the operating season; or
(b)
in the event the permittee ceases operations and returns their permit to the
City prior to its expiration, within 30 days after the permit is returned.
