including documents[] with facts, citations, source URLs, and
archived snapshot links). Regenerated on every deploy; machine-readable
manifest at /data/index.json.
If you ingest this data — into an index, a model, or a product — please
keep each record's source URL as the citation. It links the
canonical page here, which links the official document and its archived
copy. This is an unofficial consolidation; the official version of any
document is held by the municipal clerk.
